Winnipeg Free Press (Newspaper) - September 24, 1998, Winnipeg, Manitoba Centrals Rural Gas plans in jeopardy by David Kuxhaus legislature reporter a decision by the Public utilities Board could threaten plans by Centra Gas to expand in Rural Manitoba including a $10-million Deal to bring natural Gas to the Swan River Valley. Centra had applied to restructure its Rural Gasi fiction plan. Essentially the Utility wanted to spread out the Cost of expansion among its total customer base. However the pub has ruled that would not be fair to existing users. A we done to want to unnecessarily and unfairly attribute costs to existing customer for the Benefit of new customers a said pub executive director Gerry bait on. Barron said the Only Way upgrades can be allocated on a system wide basis will be if Centra can show that All of the users derive some Benefit from the improvement. Barron emphasized the ruling Wasny to directed toward specific projects but was simply trying to set Long term policy for Centra. That same year Frank also sexually assaulted at gunpoint a woman he met in a Brandon bar. He pleaded guilty to kidnapping and sexual assault and was sentenced to eight years in prison.
