But the association of course has to be there for its dues paying members. That a the w a it works. The blame for allowing bad cops to avoid being disciplined or even fired lies elsewhere. It takes a serious crime and labour Laws demand certain evidence. First the officers indiscretions must be documented. Then the documentation has to show a pattern of behaviour.
