Reid Washington Post London �?" friends and foes of former Chilean president Augusto Fhnochet spent yesterday pressuring the one man in Britain who could free him immediately: Ho:m,e Secretary Jack Straw. Wednesday�?Ts court ruling that Pinochet cannot claim legal immunity for crimes he may have committed as Chile�?Ts leader effectively left the retired generars fate in Straw�?Ts hands. Straw has broad discretion under British law to terminate the extradition proceeding Pinochet is facing, and the Home Ministry said that he has been deluged with pleadings for and against Pinochet. Straw said he will probably need until Dec. 9 to issue a preliminary decision as to whether the extradition hearing should go ahead. Chilean Foreign Minister Jose Miguel Insuiza is to arrive in London today to argue for Pinochet�?Ts immediate release. But Straw said he will not meet with the visiting diplomat, or with anybody else, about the case. He will consider only wTitten arguments. Pinochet has been charged with the morder or torture of thousands of his political adversaries following the coup that brought him to pow'er in Chile in 1973. He was arrested on Oct. 16 while recovering from surgery after Spain, France, Switzerland and Belgium asked Britain to extradite him for trial. Bouchard rejects �?~milk-Canada�?T formula for split By Nelson Wyatt Canadian Press Montreal �?" premier Lucien Bouchard distanced himself yesterday from comments by Jacques Parizeau that sovereigntists would mñk Canada for all it�?Ts worth before separating. �?oThat is not what I think at all,�?� Bouchard said while campaigning in Ste-Foy for Monday�?Ts election. �?oIt isn�?Tt what I will do and not what I think. �?oI have a lot of respect for the people in the rest of Canada,�?� the premier added. �?oOur project is make Quebec a sovereign country but at the same time to extend a hand to the rest of Canada to have a partnership deal, especially in economics.�?� But Liberal Leader Jean Charest jumped on Parizeau�?Ts words as revealing the PQ'�?Ts real agenda. �?oMr. Parizeau goes through the smoke screen that is now being built and presented to Quebec voters,�?� Charest contended during a,stop in Vaudreuil. �?oMr. Parizeau has confirmed that they�?Tll milk Canada to get the most they can, and if it refuses, this refusal will become a winning condition for the next referendum.�?� Parizeau returned to the attack yesterday, giving a student audience in Trois-Rivieres his formula for a winning referendum. �?oIf the provinces let us go and the federal government chucks it up, those will be the winning conditions,�?� he said. �?oI alw^ays took it as a solemn duty to extract as much money as I could from Ottawa.�?� The remark reiterated his comment Wednesday that Quebec should get as much �?obooty�?� as it can out of Ottawa or use a rejection of its demands as fuel for the winning referendum. The �?obooty�?� speech to Hull students provided w'elcome ammunition to Charest, who faced two new polls yesterday that suggested the PQ will form a majority government on Monday. But Charest�?Ts relief was short-lived. A Sondagem poll published today by Afonfrea/ Le Devoir found that decided voters were 41.8 per cent for the PQ, compared with 33.8 per cent for the Liberals and 13.1 per cent for Action democratique. The survey was done for the newspaper and Montreal radio station CKAC between Nov. 21 and last Tlies-day. The sample of 1,025 respondents is considered accurate within 3.1 percentage points, 19 times out of 20. The Liberal leader wants to squeeze as much benefit as he can from Parizeau�?Ts observation because polls indicate most Quebecers don�?Tt want another sovereignty referendum. Even Bouchard has downplayed sovereignty recently, talking avidly about the importance of reaching a deal on social union. That agreement would allow provinces to opt out of federal programs with compensation. �?oThe whole idea of the social, union is Just to set up a .failure, .and to deliberately cultivate that failure and that confrontation,�?� Charest told a news con,ference. Bouchard m,aintained he had no ulterior motive for pushing for a social union deal, and that other premiers have always known he was a sovereigntist. Charest got more good news Wednesday when he was endorsed by two m,ajor newspapers, Afontreai La Presse and Quebec City Le Soleil �?oIf you think separation would not have a disastrous impact on Quebec, re-elect the PQ,�?� wrote La Presse publisher Roger D. Landry. �?oIf you have had enough of Quebec growing poorer, vote for the only party of change, the Charest Liberals.�?� The polls suggest Quebecers aren�?Tt buying this argument. A survey by the CROP polling firm suggested 46 per cent of respondents favoured the ,PQ�?z compared 'wi,th 39 per cent for the Liberals and 13 per cent for Action democratique. A SOM poll suggested the PQ led the Liberals 48 per cent to 38 per cent, Action democratique had the support of 10 per cent of respondents, and other parties had four per cent.
