A this has certainly shown that this is still a Strong and viable still there Are plenty of troubling signs for Clark and his beleaguered party. In the buildup to his speech pictures of the 15 tory prime ministers from John a. Macdonald to Kim Campbell flashed on two big video screens flanking the stage. While Clarks picture won Strong applause the loudest ovation went to the photograph of former prime minister Brian Mulroney. And on the convention floor some delegates warned that the tories were biting off More policy options than they could Chew. Former tory Cabinet minister John Crosbie cautioned delegates that promising to spend billions of dollars More on health care would hinder earlier decisions to Cut taxes or pay off the National debt within 25 years. A a let a not be inconsistent a Crosbie said. Delegate Bob Verdun said the tories can manage to do both. A Mike Harris has proven you can Cut taxes and increase health care spending a Verdun said. A it is possible to suck and blow at the same time on this Issue and Mike Harris and Ernie Eves have proven but Verdun who is also the presi Dent of the Ontario Riding of Vyater Loo Wellington for the Alliance said the tory party he still belongs to is in a state of denial. A they Are proceeding As though they Are still on a course of action that is unchallenged a said Verdun who described himself As a Bridge builder Between the tories and the Alliance. A Joe is holding on to a Brand name like Eaton a which been put into financial Clark rarely referred to the Alliance which has been sapping both corporate donations and supporters from his party with their new name preferring instead to use the Reform title. But when he did let the words pass his lips it was to remind delegates a that what they Are is an Alliance of Atlantic Canada a a Region Home to 12 of the tories 17 seats a got special mention in his speech As he called the area the country a new Alberta. And on the eve of a key by election in Newfoundland which has been a Winner under Federal regional development programs Clark fired Aneth. Or shot at his right Wing challengers. A the Reform party has no Hope in Atlantic Canada so it wants to shut the Region Clark also said the Chretien liberals Are behind the times and portrayed his tories As the Only National party Able to replace them. A a we re not producing enough physicians and we re not retaining enough physicians a or. Hugh Scully told a gathering of the Saskatchewan medical association saturday. The National doctors association is recommending that governments increase health funding by one per cent which would add about $1.5 billion to the system. Such an increase would allow the health care system to Inch Forward and keep up with inflationary pressures said Scully. There Are 56,000 physicians registered in Canada but the ratio a about 185 doctors per 100,000 people a is Low compared to other developed countries said Scully president of the Cha. He said if the ratio does no to increase waiting lists across the country will grow and the Quality of care will decline. Part of the problem is medical schools Are graduating fewer doctors than they did 25 years ago. Since 1992, medical school enrolment has fallen by 17 per cent. The Cha is suggesting that enrolment be boosted by More than 25 per cent beginning this year. Canadas aging doctor population is also threatening to exacerbate the situation.
