Winnipeg Free Press (Newspaper) - July 8, 2004, Winnipeg, Manitoba Winnipeg free press thursday july 8, 2004 City / District b7 Katz shepherds rapid Pace new mayor hires pc manager mayor Sam Katz has hired a provincial civil department which has fuelled Hope his arrival servant to manage his policy office. May signal a renewed commitment to the City a during debut Council debate Bryan Gray starts today As the new manager of stalled environmental strategy. Executive policy committee secretariat the in the late 1990s, Gray was director of a capital f or a few tense seconds yesterday All eyes were on mayor Sam Katz waiting for him to make a snap decision on a Tricky matter of process. Councillors hushed one another while City staff and the Media leaned in to hear How the Rookie mayor would handle himself. The Issue was a Complex one involving an out dated plan to use an abandoned rail Bridge Over the Assiniboine River for a rapid transit route. Its the same Bridge that could soon become a unique Condo Complex despite protests from nearby Resi dents. Yesterday Katz a debut As chair of the powerful executive policy committee saw him preside Over a surprisingly heated debate Mary Agnes Between councillors. The Welch tussle was Over whether to formally turf the Bridges rapid transit designation ? a housekeeping matter really ? before or after the Condo project gets the zoning go ahead from Council. Three councillors said yes three said no Leav ing Katz As the tie breaker. He hesitated for a moment then sided with City staff and the yes councillors offering Little explanation. That was a Toughie right off the hop mused coun. Gord Steeves of Katz a first official vote at City Hall. During yesterdays meeting Katz leaned a Little on coun. Jae Eadie who offered gentle advice on process and rules. And he was a couple of beats behind when councillors simply muttered Aye to routine division defends right to order Union reps by Nick Martin Winnipeg school division has author Ity Over its employees even when they re acting As Union officers of the Winnipeg teachers association chief superintendent Jan Schubert declared yesterday. Schubert told the Manitoba labour Board that she had the right to order 16 teachers on the Sta executive not to publish a planned Union attack on a Stu Dent assessment program this past november. And she would do it again if the Divi Sion a reputation was threatened Schu Bert said. Schubert told the hearing that she can not take action against the Union As an entity but can take action against the people in the Union. I am the representative of the employers of the members of this Union. The employer is in the position to discipline Sta executive members who Are members of our staff Schubert said. Whether teachers can be disciplined for actions they take As executives of a labour Union is the Crux of the bitter labour dispute which has been heard sporadically by the labour Board since december. Both sides have charged the other with unfair labour practices. Schubert faxed a letter to the 16-Mem?Ber Sta executive nov. 15, 2003, threat ening them with severe disciplinary action if they published a four Page insert in the Winnipeg free press attack ing the divisions comprehensive assess ment program Cap. Under Cap teachers in Nursery to Grade 5 meet Early in the school year with individual students to assess their Reading and math social and emotional and motor skills. Huge amount of time Sta says the assessment program takes a huge amount of time and robs Little kids of their teachers time for sep tember and october ? charges Schu Bert has dismissed As ludicrous and blatantly inaccurate. Schubert testified yesterday that the Union can publicly criticize the division Over teachers working conditions but not Over policy and programs. Schubert said the four Page brochure would have publicly undermined the division which is unacceptable action by employees. It was untrue it was malicious it was intended to cause harm to the division she said. She threatened the Union executives with severe disciplinary action so they would know How seriously the division took the situation Schubert said. She said discipline is progressive from ver bal warning to written warning suspension and finally termination. Schubert repeatedly denied during Cross examination by Union lawyer Garth Morang that she had threatened to fire the teachers on the Sta executive and said repeatedly she had not tried to intimidate them or threaten their careers and livelihoods. Agenda items instead of waiting for Katz to Call a formal vote. Other than that he seemed comfortable and he kept the meeting moving at a refreshingly brisk Pace a style some councillors Hope will continue in two weeks when Katz must face his first full on Council meeting. Councillors especially the six chosen ones who sit on pc Are accustomed to former mayor Glen Murray a Long lectures about the arcane details and philosophies of City government. One councillor joked recently that pc meet Ings with Murray especially the closed door ones were often so Long and tedious that Council lors found themselves willing to agree to any thing ? garbage fees a new Deal rapid transit ? just to get the ordeal Over with. Murray was the dominant intellect of City government. It will Likely take All summer for Katz to get a grip on the nuances of controversial issues the twists and turns of City Halls commit tee Structure and the personalities of each councillor. Those Are the deficits but Katz has at least one advantage a clean slate Council where Many of the old divisions have evaporated and most councillors seem impressed with his open minded Ness. Katz shrugged off an attempt to pin Down his mayoral style so soon after his landslide Victory last month. Councillors say Katz listens and asks questions makes sure everyone gets a Chance to talk does to lecture and keeps discussions mov ing swiftly. Said Katz after yesterdays meeting i want to make sure everyone gets heard but i a not going to let things go on Over and Over again.?. office of four or five policy analysts who serve the mayor and his pc. Gray a arrival is the fourth political appointment Katz has made since taking Over from former mayor Glen Murray last month. Until yesterday Gray was director of the Cli mate change Branch of the provinces Energy Region review similar to the one completed last year. Gray is trained As a lawyer and offered policy advice to Katz during his run for mayor but has no direct experience in City government.
