By Paul Samyn o Ottawa the Federal government was warned in focus group testing of its offer to abuse victims of Indian residential schools that its plan was too complicated and costly. The Alert issued in october 2003 As Ottawa was finalizing its alternate dispute Resolution add system turned out to be accurate As the out of court compensation scheme is under fire for both a Lack of simplicity and the Way tax dollars have been swallowed by the bureaucracy and lawyers. The results of the focus group tests released to the free press by the office of Indian residential schools Resolution shows the Public had big concerns Over the amount of paperwork involved for victims and what it was going to Cost to break the Legal log Jam Over compensation for sexual and physical abuse. In fact Many of those in the focus groups were calling on Ottawa to accept a simplified approach that the Assembly of first nations and Canadian bar association Are now advocating. Many just wanted to get it Over with and pay everyone a payment to everyone who self identifies would Complete the work very quickly and avoid the costs of bureaucracy says the analysis handed to Ottawa from the groups. That is they would rather in a mass payout pay someone who does not Merit it than miss someone who does Merit it because they pass the credibility test required. At the same time the focus group warned Ottawa its compensation documents were too Long and not simple enough with some people unable to finish Reading it in the time allowed. Other findings from the focus group testing of the governments planned Roll out of its add program included such comments As it is time to fix and then walk away. Just write everyone a Cheque and save All the administrative costs and the lawyers fees. If they had the $ 1 billion wasted on the gun registry they could have written everyone a Cheque and it would All be finished. Why not Divide up the Money and Send out the cheques and avoid the costs of bureaucracy. The Martin government is now facing Calls from the opposition and native leaders to radically revamp its add plan which has run up $ 125 million in costs and paid Only a fraction out in compensation. According to the an a Lump sum payment to every student who attended the schools would ensure compensation is completed within five years and put Money in the hands of victims instead of the pockets of lawyers and bureaucrats. The an estimates it would save taxpayers $ 2 billion Over the current approach. The an warns that the current Pace of claims processing under the government Model Means it will take 40 53 years to Complete. Nicole Dauz spokeswoman for the Indian residential schools office said the government used the focus group testing to help simplify the documents victims Are using to apply for add. Dauz said the government believes its evolving process to compensate abuse victims is gaining both Speed and support among native claimants. Of Tawas add plan which allows a panel of former judges and lawyers to confidentially hear the stories of abuse was initially rolled out with a Promise that it could resolve All the claims in As Little As seven years. An Leader Phil Fontaine said he is not surprised Ottawa ignored the warnings from the focus group. I think there is a particular school of thought in government that remains committed to a process which will never achieve a fair and just Resolution to this Issue said Fontaine who himself was abused in a Catholic run residential school.
