The physician must also undergo an assess ment to determine whether he is fit to prac Tise once his suspension ends. But in this Case the col lege of physicians and surgeons of Manitoba decided not to identify the doctor. Or. Bill Pope the colleges registrar could to comment on the Case but said withholding names is done to protect the victim complainant or a third party. Pope said that has happened Only twice in the last 23 cases in which doctors have been censured. The province is in the process of developing physician profiles that would allow the Public to Check the records of doctors. For example the Public would be Able to find out if a doctor was guilty of an offence under the criminal code the food and drugs act or any medical malpractice claims. But a government spokesman said its not Clear whether they would be willing or have the authority to identify a doctor who has been disciplined but not named by the College. The physician pleaded guilty to a charge of professional misconduct in january. The colleges disciplinary committee was told he had been the woman a family physician for seven months. In her last office visit he conducted an intimate examination that included a Pelvic examination and Pap test. Around that time the doctor became aware that he was attracted to the woman according to a summary of the Case released by the College. Within a week of the last visit the doctor encountered the woman outside his office and told her he had feelings for her. She said she was also attracted to him. The doctor referred the woman to another physician and told the College what happened. The discipline committee found there was no conscious manipulation of the woman by the doctor for his own ends. Canadian press Manitoba lobbying Ottawa for drug treatment court by Mia Rabson Manitoba is lobbying the Federal government to get a special court for drug addicts added to the provincial Justice system. Drug treatment courts have flourished in the United states and Canada has tested them in both Toron to and Vancouver. In january Winnipeg was one of at least eight cities that applied to Ottawa to have a similar court set up Here. Drug offences Are prosecuted by the Federal government so the drug treatment courts must be federally run says Manitoba attorney general Gord Mackintosh. The courts impose court supervised treatment rehabilitation including group and individual coun Selling and random drug testing and Job training rather than jail time for non violent drug addicts who have committed a crime to support their Addic Tion. The offenders have up to one year to graduate from the program. Offenders who fail or Are expelled from the program Are returned to the regular court system. In Toronto Only 11.6 per cent of offenders who graduated from the program ended up getting into trouble with the Law again compared to 63.4 per cent who were expelled from the program. The growth of drug courts reflects their Success Mackintosh said. There Are Over 100 of them in the United states now he said. The Toronto court was set up in 1999, Vancouver a in 2001. The Manitoba proposal is for $1.5 million Over three years to be matched by in kind donations from the province and Manitoba Community groups. Manitoba for example would provide a provincial court judge and court officers. Twenty one Community groups Are part of the application including thunderbird House clinic Elizabeth Fry society and both the ramp and Winnipeg police service. The proposal is for the court to Deal with 30 offenders per year to Start. Mackintosh was forced into making the application Public when tory Justice critic Kelvin Goertzen called on the province to establish a drug court yesterday. Goertzen said drug treatment courts Arent an escape from jail time they Are a Way to treat the cause of crime. Its not an off ramp its a Chance to beat the Addic Tion Goertzen said. Mackintosh expects to hear before the end of april whether Manitoba a application was successful. ;
