Stein 32, was still struggling with his own victim status after being shot and nearly killed during a bizarre property dispute in Charleswood in May 2000. Dave Wardrop of the Cit yes water and waste department said the High Levels of the red River have reduced the capacity of the sewer system and make them More susceptible to being overwhelmed by heavy rainfalls. Wardrop said that the summer basement flooding scenarios had been triggered by heavy intense rain and thundershowers but he added it take that much rain to flood basements right now. The Type of rainfall we had yesterday is not a problem but if the intensity increases then there is a risk and residents should be a aware of it Wardrop said. Residents of the Community of 3,000, who asked not to be identified said the threats went As far As predicting a Bloodbath in retaliation if John Courchene did not resign. The threats have convinced Many parents on the Reserve to keep their children Home from school until More information is available some band members said. Children Are being released from school at noon today so that Sage eng chief Linda Twoheart and her Council can address parents about the threats. Twoheart could not be reached for comment yesterday but ramp Are investigating the threats which some band members alleged is the work of the a criminal gang with presence on the Reserve. Ramp spokesman sgt. Steve Colwell said the threats centred on demands to the chief and Council to remove Courchene who was elected band councillor March 30. Police Are investigating a threatening note left on the Windshield of a vehicle parked outside the Sage eng band office one week ago. The one paragraph note said Courchene must step Down by april 8 or else Colwell said. It is not Clear Why Courchene is a target of the threats Colwell said. Band members said Courchene is a first time councillor who has never before been the source of any controversy. As a precaution the threats prompted the chief and Council to order doors to three schools be locked from the outside during school hours to prevent unauthorized visitors Colwell said.
