Associated press by Steven Edwards u United nations the Unis Long struggle to define what constitutes a terrorist took a step Forward yesterday As the world body agreed that a person or group caught with illegally obtained nuclear material is certainly one. The Label is implicit in the nuclear terrorism convention which the general Assembly yes 191 member states among them Canada unanimously approved As a treaty ready for signature. The convention is the Assembly yes 13th that deals with terrorism but All approach the subject piecemeal because nations continue to squabble Over a definitive profile of a terrorist hence loopholes remain. Nevertheless the agreement yesterday was considered a major Success not least by the United states which says the in should make fighting terrorism an International priority. By its action today the general Assembly has shown that it can when it has the political will play an important role in the global fight against terrorism u. S. Envoy Stuart Holliday told the Assembly. The convention will provide a Legal basis for International co operation. The treaty obliges states to make it a crime for an individual or group to possess radioactive material or a radioactive device with the intent to attack people property or the environment. There Are also provisions for the extradition of suspects and Exchange of information Between governments. Canada is expected to sign on when the treaty is opened for signature at the Unis 60th anniversary Summit in september. It demonstrates the resolve of the International Community to work multilaterally to address the Issue of terrorism said foreign affairs minister Pierre Pettigrew. The treaty took seven years to negotiate and is the Only anti terrorism measure to emerge from the Assembly since the sept. 11, 2001 terrorist attacks on the u. S. By contrast the 15 member in Security Council has issued a slew of resolutions since then aimed at combating terrorism All of which Are internationally binding. But proponents of Assembly produced treaties say they stand a better Chance of receiving Long term support because All states get a Chance to have their say. In Secretary general Kofi Annan said the treaty Aims to prevent terrorists from gaining Access to the most lethal weapons known to humanity. Can West news service Washington in a surprising turnaround u. S. Federal health advisers yesterday recommended allowing silicone gel breast implants to return to the u. S. Market after a 13 year near ban but Only under strict conditions that will limit How easily women can get them. Mentor corp. Persuaded advisers to the food and drug administration that its newer silicone implants Are reasonably Safe and More durable than older versions. The 7 2 vote came just one Day after a rival manufacturer failed to satisfy lingering concerns about How often the implants break apart and leak inside a omens bodies. Yesterday of Days advisers said Mentor had performed More convincing research that the implants Only rarely break in the first few years after they re inserted. Because implant Breaks dont cause immediate symptoms patients should get an Fri scan five years after their implant is inserted and every year or two thereafter and have broken implants removed to minimize risk of silicone oozing into the breast or beyond. Patients can determine whether or not for them it is Worth it to have a device that might need to be replaced within a 10 year period of time said Fra adviser or. Marilyn Leitch.
