Stoppel continued from Page b 1 Swatski said yesterday he a snot prepared to comment on Leggens accusations. Ism not going to get into a debate with a retired police officer on this matter in the Media he said. Swatski also noted Mikolajow skins allegations were investigated twice and found to have no Merit. Mikolajewski wrote a report to Swatski in october 2002 in which he criticized Swatski and others for undue interference in the Stoppel Case. Mikolajow skins report is available for download on Stoppels website wow. Rick Stoppel. Com. Mikolajewski is still with the police service working patrol duties in St. James. Legge said hers speaking out in defence of Mikolajewski who he believes is being unfairly punished. I owe this to Mikolajewski and the Stoppel family Legge said. Hers had a punitive Transfer that still hangs Over him to this Day. Legge said the Arnold investigation led to Swatski publicly exonerating soph now for Stoppels murder in june 2000. Soph now was tried three times for the strangulation of the 16 year old waitress before his final conviction was overturned. Legge said he Mikolajewski sgt. Blair Vogen and later sgt. Paul Brown and const. Murray Allan wanted to quickly interview Arnold who at the time was serving a life sentence in British Columbia for the 1991 beating death of Christine Browne. But Legge said eat skins office took five months until March 2001, to approve the interview. By that time Arnold had an Appeal in the works on the Browne murder and he knew it was possible head get a new trial. Legge said that delay essentially sucked the wind out of any possibility Arnold would confess under interrogation. Legge said when police did eventually speak with Arnold he denied killing Stoppel. Arnold was eventually released from jail on March 28, 2002, after the b. C. Crown determined it could not successfully retry him for Brownes killing. Legge was also critical of Swatski for delaying a search warrant that would help determine if missing evidence collected in the Stoppel Case was destroyed. That evidence included a used tissue believed to be the killers and Stoppels clothing. Its thought that evidence if preserved could have been tested for Dan comparison to Arnold. Legge who retired last october after 27 years said he believes the Stoppel reinvestigation was Micro managed by the police executive. At the time the police service was also dealing with the fallout of the feb. 2000 911 incident in which two Sisters were killed after making repeated emergency Calls to police and the november 2000 inquiry into Sopho nows wrongful conviction. Creating yet another museum in Winnipeg would Only make it harder for existing ones to find funding he added. Coun. Jenny Gerbasi said the Meg museum was the idea of former mayor Glen Murray. There would be no Community support for that notion she said. Lets focus our Energy on supporting our neighbourhood Community museums. Yesterday City councillors created a committee of City staff a councillor and Community members who will talk with Winnipeg Gas museums about creating a new museums policy at City Hall. Right now there Are 15 museums getting Money from the City with Little accountability. Most Are struggling and Volunteer driven without full time staff. The volunteers dont regularly talk with each other nor does the City have an expert to co ordinate the funding. If the museums worked together they could apply for Grants co ordinate advertising campaigns and reduce operating costs by sharing staff and resources according to the new City report. The City has a direct relationship with eight Small museums giving them $ 719,000 in operating Money. Another three museums Are Given Money indirectly through City departments and four More get Grants from the City through the Winnipeg arts Council. Despite All that Money and the fact that most of the buildings Are owned by the City the museums dont have to have audited financial statements. When the Board of the seven Oaks House museum resigned in Masse in 2002, a $ 70,000 Trust fund a snot discovered until after an audit by the City the next year. According to the new report the volunteers behind these museums All feel As though there Isnit enough Money to do the Job. Last year four museums asked the City for funding increases and the St. Boniface museum has been allowed to Over spend its budget four years in a Row. Meanwhile the City is slowly cutting Back on help with issues such As human recourse and planning which is leaving a void and confusing volunteers As to just what the Cit yes role is in the museums the report says.
