Winnipeg free press thursday april 14, 2005 City / District b5 head of panel opposes fees to Appeal property taxes by Aldo Santin t he head of the Board of revision opposes a plan to charge a fee to property owners who Are Appeal ing their property assessments. Randy Gibbons chairman of the Board said he did to support a package of proposals that went to mayor Sam Katz and his executive policy commit tee this week adding that the changes did to originate from the Board. They were administrative recommendations Gibbons said. They did it come from the report said fees Are necessary to dissuade nuisance appeals and As a Way to generate Revenue to recover costs. Gibbons said imposing a fee would be unfair for Low income earners or retired people who Don to believe they re being treated fairly by the City a assessment department. People should be allowed to Challenge the property assessment without hav ing to go into their pocket Gibbons said. The Board of revision is an Independent panel set up to hear assessment appeals filed by property owners. Assessment values Are determined by the City a assessment department. The assessed value of a property determines the amount of property taxes that the owner must pay. In addition to imposing fees the report recommends Board members give writ ten explanations when requested to pro vide reasons and that owners of commercial property prepare written submissions 14 Days before their Appeal Date. Although the report was on the Agenda for yesterdays executive policy meeting it want discussed and the committee decided to push it Back to another meeting. Gibbons said the preamble to the report implies that All the recommendations originated from a 2002 tax Force report that included members of the City a business and real estate communities. But Gibbons said the fee recommendation want part of the task Force report adding that came straight from the civic administration. The report suggests the fees could be refunded if the Appeal is successful. The report states the City could Gen Erate $350,000 through the new fees.
