By David Kuxhaus t Anya Rideout and her Neighbours would love to have their Back Lane paved. They re even willing to pay for it. But getting the project through the byzantine approval process at City Hall has proven to be a daunting task. Weave been at this for almost two years said an exasperated Rideout. In the meantime Sheds spent about $ 500 on repairs to the undercarriage of her Volkswagen Beetle. Thatus because the gravel Road behind her St. James Home turns into a rut filled Nightmare during the Spring. Last summer parts of it were like a Lake because of heavy Rains. Its like going on an african safari Bush ride said Rideout. The Lane is one of just a few in the area that a snot been paved Back in the fall of 2004, Rideout decided to change that. Under the Cit yes local improvement program residents can initiate projects on a City right of Way. All they need is a petition with 60 per cent support of the affected homeowners. The Cost of the project is tacked onto their property tax Bills. Rideout who lives on Duffield Street next to Deer Lodge Centre got about 85 per cent support from the 19 Homes which Back on to the gravel Lane. The petition was submitted to City Hall in january of 2005 but it a snot until april 2006 that it was approved and put to tender. The work was supposed to being this summer but last month Rideout was told that the bid came in at $ 130,000 50 per cent higher than the original estimate. I believe it she said. Brad Sacher a manager in the Cit yes engineering department said costs of building materials have risen but added that an increase of that magnitude was unexpected. Further complicating the matter was that the Job was lumped in with a Bunch of other capital projects. They too were Over budget so Council had to vote on whether to free up More funds to pay for them. Council approved the spending last month. But now residents in ride outs neighbourhood have to be petitioned again to see if they re prepared to Ante up Given the higher Cost. I can understand their frustration said Sacher. Rideout says she thinks the City should pay for the Cost overrun. If they Hadnot waited so Long we have to Deal with this said Rideout who plans Are circulating another petition. Sacher said if it passes they can probably get the Lane paved this year but added that its not a guarantee. David. Kuxhaus free press. My. Denis Rocan the sole francophone in the caucus and one of three conservative Las who have been with the party since 1986, will have to defeat Elm Creek Farmer Blaine Pedersen at a Carmen Riding nomination meeting to ensure his name is on the ballot in the next election. And with party Leader Hugh Mcfadyen welcoming the idea of sitting Las being challenged to keep the party fresh and Alert Rocan is unlikely to be the Only one who has to fight to maintain his position on the ballot. Pedersen filed his nomination papers last week. This is not the first time Ive been challenged said Rocan who feels confident he can win the nomination and the seat. It shows there Are individuals who believe we have an Opportunity to form government and they want in now. Pedersen said hers been interested in running for years but Only now does he have the time to do it. He sold his farm last year and while he still raises some livestock he is not solely responsible for a Large operation and can devote the time needed to run and then be an la. While he was somewhat careful not to criticize Rocan directly he said its time the area was Given an advocate who will work to keep it alive. Its time for change in the Carman constituency said Pedersen. If we dont Start to address Rural decay there Are whole communities which Are going to pack up and go away. Pedersen has worked behind the scenes for the tories for years including As the former president of the Federal Riding of Portage Lisgar. Pedersen also said he hears a lot of constituents complaining that Rocan does not spend enough time in Carman. Rocan actually lives in Winnipeg in the Tony suburb of Linden Woods which could be a liability for him in the race. But he feels his record Speaks for itself and is confident hell win. Mia. Ca by Matt Goerzen Rivers the Manitoba government has Given the Man made Lake Wahto Panah near Rivers a clean Bill of health but a resident says the province has misdiagnosed a dying patient. Phosphorous Levels on this Lake Are 10 times higher than the maximum said Jody Weger a 25 year Lakeside resident. Its progressing into a Blue Green algae which is very bad. Nutrient phosphorus comes from household cleaners shampoos agricultural fertilizers and even sewage in tributary Rivers and creeks from intensive livestock operations. The algae feed on nutrients and draw oxygen out of the Lake which if counts Are Large enough will kill fish. But Weger blames the inaction of the pm of Daly which he says has failed to limit the amount of nutrients that enter the Lake and cause what he says Are extremely High Levels of algae blooms. Through the summer the province routinely checks water Quality on All lakes in the province. Manitoba water Steward ships water Quality specialist Nicole Armstrong said algae blooms Are common throughout the province and killing off All the algae in a water ecosystem would be a grave mistake. Algae Are the Bottom of the food Chain. Without algae you would have no other life in the Lake. Don Rocan manager of the office of drinking water for Manitoba water stewardship said there is Blue Green algae in Lake Wahto Panah. Rocan ordered the Lake to be tested for toxicity Levels and results showed any toxins in the water Supply were nowhere near significant.
