The review panel was chaired by Rob Sampson a former Ontario conservative Cabinet minister who spearheaded that provinces Short lived move toward privately run jails. But the report says the system Isnit working and should be scrapped largely because Many offenders Are now refusing to follow their rehabilitation or treatment programs in jail knowing they will receive statutory release whether they participate in correctional programming or not. A common frustration expressed to the panel was the Lack of motivation displayed by a significant percentage of younger offenders says the report titled a Road map to strengthening Public safety. There seems to be a growing tendency by some offenders to wait out the parole system until they reach their statutory release Date. Consequences seem to be relatively minor for adopting this attitude living conditions Are the same As those for offenders actively engaged in rehabilitation. The report also notes that in 2005, 79 per cent of violent crimes committed by re offenders were by people on statutory release. It also said 65 per cent of those on statutory release did not re offend at All. It wants statutory release replaced by a system of earned parole in which prisoners Only get out of jail Early if they meet certain conditions. Those who dont must serve their entire sentence. Critics of this approach have said even though a minority of convicts re offend while on statutory release the majority learn to reintegrate themselves Back into society under the watchful Eye and control of authorities. Offenders who serve their entire sentences in prison Are not subject to any supervision or conditions upon their release.
