On Friday Protection committee chairman Gord Steeves unveiled a list of nominees to sit on Winnipeg Gas new police advisory Board a committee mayor Sam Katz Hopes will keep the service accountable for the Cash it spends but critics have derided As a Pale Shadow of a full blown police commission. The police Board nominees include business people lawyers former Law enforcement officials and social activists. Although the stated goal of the Board is More accountability several nominees contacted by the free press said they were instructed not to speak to the Media until City Council ratifies their appointments on wednesday. According to guidelines drawn up by the City Back in june Only seven to 10 people were supposed to sit on the Board along with Council representative Steeves. But a preponderance of Strong applications led to a larger body the councillor said. We thought by bringing More people in we could strengthen the diversity of the Board Steeves said. What we need As a political body is the credibility of civilian oversight. I would like the citizens of our City to have greater Confidence in the police service and i Hope thatus what comes out of this. The list of nominees includes retired judge Charles Rubin former Winnipeg Sun crime reporter Bob Holliday Point Douglas residents committee chairman Sel Burrows new life ministries pastor Larry Gregan and three representatives from Winnipeg Gas first nations Community activist Natanni Fontaine employment expert Kristine Mcghee and former ramp sergeant Sam Anderson. Former Public utilities Board chairman Gerald Forrest has been nominated to chair the new committee whose members also include Manitoba Blue Cross president Aidan Obrien Best sleep Centre founder David Keam and lawyers Melanie Lautt and Robert Gabor. Lautt is a partner at Tapper Cuddy lip where she works alongside Robert Tapper who represents Winnipeg mayor Sam Katz. Gabor a partner with Aikins Macaulay Thorvaldson managed Deputy mayor Brenda Leip sics election Campaign in 2006. Theress a real mix there. Theress some Good people and some people with close connections to City Hall which i dont think is appropriate said St. Boniface coun. Dan Vandal one of five councillors a Hove been critical of the police advisory Board. Yet Vandal said he was pleased to see the list include Fontaine and Burrows the latter instrumental in alleviating the crack problem in Point Douglas. I Hope they dont get frustrated with the Lack of authority the committee has Vandal quipped. Officially the police advisory Board is supposed to assess the Winnipeg police service on a value for Money basis and also Monitor How effectively the service reports crime trends and gets along with Community groups. Unlike a police commission the body will not hear complaints about police create police policy or draw up police budgets. Earlier this year More than two dozen inner City groups and five City councillors lobbied for a tougher commission that would hear police complaints. That led to a robust debate at City Council in september that saw Katz and Steeves make one Concession instead of holding most of its meeting in secret the Board will decide when its necessary to sit in camera. Steeves said he was worried the controversy would discourage people from applying to sit on the Board but said the City wound up receiving dozens and dozens of applications. He said he is Happy with the aboriginal representation on the Board but does not know Why the nominee list does not include anyone from an african Canadian background whose presence May have helped the Board better reflect the concerns of recent immigrants living in the inner City. We did not ask applicants to declare ethnicity or race in the application process he said. Daniel Mcintyre coun. Harvey Smith who represents the West end said he was disappointed the list does not include representation from the Spence neighbourhood association. He also portrayed the nominee list As very political people who Are in the mayors Camp and questioned the appointment of journalist Holliday in particular. Bob Holliday has written All these articles supporting the police service at every turn. I see his name and i shudder Smith said. Holliday retorted does that mean hers anti police should i have been pro criminal i have friends on both sides of the Law. I know people from All walks of life and economic strata. Hers entitled to his opinion. Holliday said he is not sure what his duties will entail but said he was honoured to be approached to apply to sit on the Board. Other nominees contacted by the free press declined to comment noting they had been asked not to speak to the Media. Steeves said he Felt it would not be appropriate for the nominees to comment before Council ratifies their appointments but insisted they will not be Council puppets. This entity is going to be an entity unto itself. It wont be controlled the City of Winnipeg it certainly wont be controlled by the mayor and it certainly wont be controlled by me.
