Com by Lindsey Wiebe a planned $ 2.1 million upgrade to the millennium Library Park slated for completion last summer wont be finished until next fall due in part to some unexpected construction problems. The ambitious overhaul to the Park behind the downtown Library was announced in 2005, with proposed features including a water Wall Terrace a native grasslands area and a four season stage and Plaza that would double As a Winter skating rink. The project was to be completed this year project administrator Doug Peever said. However costs ballooned when structural engineers discovered the roof of the underground Parade beneath the Park was past its life Cycle and had to be rebuilt. Now we have a $ 700,000 roof to replace As Well said Peever a senior Urban designer for the Cit yes planning property and development department. Peever said the new timeline is also related to the extensive consultation needed for the project and a delay in confirmed City funding. There have been other challenges As Well he said such As finding the right contractor at the right Price in a City hit by a labour shortage. Its just a terrible Market for doing work right now he said. Prices Are 30 per cent higher than they were a year or two ago. Park development is still moving ahead with plans to tender the project at the beginning of january. Construction should Start in March said Peever with the project aimed to be completed by fall. The focus now is on replacing the roof and completing the landscaping for the property with the other features phased in after additional Money is found. Peever said the City is looking at other funding options and is working with the millennium Library foundation to seek out donors. The bulk of the original $ 2.1 million came through a Canada Manitoba municipal Rural infrastructure fund. Rick Walker manager of Library services said while development of the Park is mainly in the hands of the City hers looking Forward to incorporating Library programming in the revitalized space. Anything that will Benefit the Library users is a Good thing he said. The redeveloped Park which Peever said has become a negative space in recent years could also include a satellite Kiosk for the downtown watch a safety patrol group run by the downtown Biz. Downtown Biz executive director Stefano Grande said the Biz is also looking at options for programming at the proposed outdoor stage. Its something that were very interested in doing if that facility is actually constructed he said. Our downtown is fairly Large and were always looking for different venues to stage our concerts and our programming. The City would not provide the artists renderings for the Park redesign saying it was too Early to release them to the Public. Its at a conceptual stage and its not quite finalized enough yet to reveal anything City spokesman Terry Aseltine said. Lindsey. Wiebe free press. My. Ca Library Park development delayed ;
