Education minister Peter Bjornson said wednesday that he has again told Louis Riel that he will not allow the division to drop the so called 50 50 program at Ecol Provencher. Ism not going to give them permission to discontinue the program. There appears to be an impasse Between the division and the parents said Bjornson. But Louis Riel school Board chair Hugh Coburn retorted that his Board wont be pushed around the squabble could even go to court he said. We stand on very solid ground. Itell be very interesting to see where this Board goes he said. The division says it is in the Middle of a political Battle pitting the educational conclusions of its senior staff and French immersion teachers against a Small number of parents who have the support of finance minister and local la Greg Selinger. This program is not giving kids a very Good education in French Coburn said. Louis Riel trustees say they have a Legal opinion that its their right to scrap the 50 50 program which they say does not meet the Public schools acts definition of a second language program for either francophone or anglophone kids. But Bjornson insists that a child graduating from the program has received an education in French and says the legislation gives him final say Over any language program. Louis Riel superintendent Terry Borys said wednesday that trustees have asked Bjornson for clarification they re confused about what the political motivations Are Borys said. Educationally we know its an inferior program. Bjornson said hers willing to act As a Facilitator Between the division and the parents or even to arrange an Independent review of the program but the program As it exists must continue. They Are recognized As entitled students. The Ball is essentially in the school divisions court. Coburn said that Louis Riel May simply hand the program Over to the division Colaire Franco Manito Baine and leave the next move up to Bjornson. If its French we have to look at it As a a Sam program Coburn said. But the a Sam has said repeatedly that it does not want any part of the program. Coburn said that the 50 50 offers anglophone children far less French education than does French immersion. This program is not in the same category he said. Last month Louis Riel trustees approved converting Ecol Provencher to a French immersion school As of september of 2009. Nearby Ecol Henri Bergeron could close and Send its French immersion students to Provencher that fall. In a nov. 26 letter to Bjornson that was copied to teachers and Ecol proven herbs parents Coburn wrote that the ministers previous orders to continue the 50 50 program would have us actively promote a Francais program that we recognize to be an inadequate alternative to francophone education or French immersion education. The Board believes that the current Francais parties offering at Ecol Provencher is an inadequate second language education wrote Coburn. If this program is deemed inadequate for francophone students by the a Sam this begs the question of How it can provide adequate second language learning for anglophone students. Coburn said Bjornson is micromanaging in the school boards responsibility and said it is possible that Selinger is calling the shots. You have to read Between the lines and make up your mind he said.
