Winnipeg transit is preparing to take out a 30 year loan to finance All but $ 48 million of the $ 138 million Cost of a 3.6 Kilometre bus corridor that will run Between the Forks and Jubilee Avenue according to a report released on monday. In september when mayor Sam Katz and Premier Gary doer announced the $ 138 million bus rapid transit plan details about the financing were unclear. The provincial and Federal governments each plan to contribute $ 17.5 million toward the corridor while the City set aside $ 13.25 million toward the project by placing $ 2.75 million in a rapid transit Reserve and reallocating $ 10.5 million it had planned to spend on buses. But the City will still have to borrow $ 89.75 million to pay for phase one of the bus corridor project according to a report authored by Winnipeg transit director Dave Wardrop. Last month Katz said the City will pay Back the Brt loan with the help of new property taxes from residential buildings and commercial developments that Spring up alongside the bus corridor. This funding mechanism officially known As tax increment financing will be made possible by new provincial legislation. But War drops report makes no mention of tax increment financing and offers no predictions about How much Revenue the City May recoup from new apartment buildings condos or retail stores that pop up along the bus corridor. The report also does not outline How the City and province will finance phase two of the bus corridor a six Kilometre leg that will connect Jubilee Avenue with the University of Manitoba at a projected Cost of another $ 189 million. Now he is suing the woman for damages including mental distress and anxiety because legally he May have to pay child support. In a statement of claim filed in Manitoba court of Queens Bench last week the Man claims he was visiting the woman in october or november 2006 when he fell asleep. The Man alleges he woke up and found the woman was having sexual Intercourse with him. The Man says that when he demanded that she cease and desist she complied. But about nine months later the woman gave birth to a child that he agrees is his. According to court records the woman launched a court action for child support in Manitoba court of Queens Bench last year. The Man is seeking damages including reimbursement for All child support expenses paid and payable by him. No statement of defence has been filed and the allegations have not been proven in court. Man claims he slept through sex sues woman City eyes $ 90 million loan to finance bus corridor rapid transit by Bartley Kives two teenagers have been convicted of aggravated assault for stabbing a St. James area Homeowner who chased them Down for tossing snowballs at his House last Winter. Trevor Denning 38, was seriously injured on the night of feb. 8 after he chased a Trio of teen boys Down his Street after they threw snowballs at his House. After catching up to one of them and holding him Denning was stabbed in the Side of the Chest after the boy he had caught told his Friend to Cut him. Denning crawled bleeding heavily from doorway to doorway until a Neighbour took him into his Home and called 911. Denning admitted he thought he was going to die. He suffered a collapsed lung and lacerated liver. In a 30 Page written decision provincial court judge Marva Smith ruled monday that the youths who cant be named under the youth criminal Justice act were not acting in self defence against the victim As their lawyers argued. Smith credited Denning for his Clear and consistent recollection of events on the night he was stabbed. At the july trial of the two youths their lawyers went on the attack against Denning arguing he was the aggressor when he chased the boys and held one of the accused to the ground. The third teen not charged in the incident testified that Denning yelled a hons going to take the first punch Denning testified that he just wanted to talk with them and their parents about what they had done and said he recall making specific threats. The teens lawyers noted that Denning had done a series of Media interviews from his Hospital bed after the incident where he said he wanted to put the fear of god into the boys. The teens had also been charged with attempted murder but the Crown dropped those charges following the conclusion of the trial. The teens will appear in court for sentencing at a later Date. James.
