P lans by Thompson City Council to impose a series of new taxes that include a surcharge on alcohol May hit a bump the Manitoba liquor control commission says the Price of alcoholic beverages must be the same at every government run liquor outlet in the province. Diana Soroka spokeswoman for the Macc said the liquor control act stipulates that the prices of identical alcoholic beverages must be the same regardless of where they Are sold. Soroka said one of Thompsons proposed taxes Calls for a two per cent surcharge on All alcoholic beverages sold in that municipality. The Thompson tax could be a violation of the liquor control act but we have no precedent for this situation Soroka said. Last week Thompson City Council gave first Reading to four bylaws that would see local taxes imposed on the Sale of food alcohol and land and on hotel room rentals. The bylaws will be Given two More separate readings at Thompson Council but mayor Tim Johnston said he expects they would be finalized by oct. 20. Johnston said hers aware that the alcohol tax appears to contradict provincial Law but he added that it is a provincial Law that gives municipalities the Power to pass local taxes. Were looking Forward to discussions with the liquor control commission and the government of Manitoba Johnston said. Johnston had defended the new taxes As a Way for this Northern Community to raise necessary funds to keep Pace with infrastructure upgrades and rising costs associated with policing and social services without increasing property taxes. The City of Thompson has looked at different options. To Deal with the issues we face Johnston said. This is one of those options that Council has considered and were taking the final Steps to adoption. The bylaws set a tax rate of two per cent on hotel rooms restaurant meals and alcohol sales and 0.5 per cent on land sales. Once finalized by Thompson City Council the bylaws still must be approved by the province. Johnston said he Hopes the doer government would approve the tax bylaws so they would go into effect on Jan. 1. A doer government spokesman refused to comment on the pending tax bylaws until they ave been approved by Thompson City Council. A civic report to Thompson Council found that the Community a snot benefited from a booming local Economy where its costs Are outpacing increased revenues from property taxes. The report estimates that the new taxes will generate an additional $ 716,000 annually. The bylaws state that the revenues from the new taxes will be assigned to Reserve accounts for policing infrastructure and affordable housing. Business groups and local residents have opposed the new taxes. Coun. Stella locker was the Only councillor to vote against All four bylaws. Its a lot of work and not much Money locker said adding she plans to vote against the bylaws when they return to Council. Scott Jocelyn of the Manitoba restaurant and Foo services association said the new taxes will impose untold paperwork headaches for the Community yes hotel and restaurant operators adding he also believes it will Hurt business.
