By Mike Mcintyre s hers calling it times Law a tribute to her slain son in the form of proposed legislation that would dramatically change the Way the most dangerous criminals Are handled. No second chances. No Glimmer of Hope. No parole. And in extreme cases like that of her slain son Tim Mclean an Eye for an Eye. I believe that if you voluntarily take an innocent life like what was done Here you should forfeit your own Carol de Delley told the free press during an extensive interview thursday. She believes in cases where there is absolutely no doubt about guilt a murderer should either be executed or at the very least Given life with no Chance of parole. De Delley bristles every time she thinks about How her son died while Riding a greyhound bus in july but said its important the Public does not forget the sadistic nature of the killing. Mclean 22, was asleep on the bus when he was randomly attacked stabbed to death decapitated and then mutilated and cannibalized. The Only thing ism grateful for is that my son was decapitated first. How sad is that but at least his soul was gone at that Point and he did not suffer. What a thing to be grateful for de Delley said. She said its outrageous her songs killer will have the Chance to taste Freedom again and Sheds angry there Are no provisions in Canadian Law to ensure the most dangerous criminals Are guaranteed to be locked up forever or Given the ultimate penalty of death. She wants that to change and is calling for the same Public support that surrounded the family following mcleans death. Under no circumstances do i Ever want this Man walking free in Public again. This be acceptable to anyone de Delley said. I dont want to see any other family to go through this again. Vincent i 40, is charged with second degree murder for the attack that occurred on the trans Canada Highway near Portage la Prairie and made headlines around the world. Earlier this week lawyers said lies mental health has improved and he is fit to stand trial. No Date has been set but hers agreed to waive his right to a preliminary hearing. The Only Issue is expected to be whether i can be held criminally responsible for the killing. The trial is expected to consist of several medical experts who will testify about his emotional state. If he is found to be responsible i would be Given an automatic life sentence with no Chance of parole for at least 10 years. If hers not he would be sent to a mental health facility for an indeterminate period of time but subject to yearly reviews. He would be released Only if doctors deem him no longer a risk to society. Ism not Happy with any of the potential outcomes de Delley said. We know theress not going to be a question of guilt in this Case. Its a question of treatment or punishment. But Why does there have to be an or in there i think it should be both. Her big fear is that i will be found not criminally responsible and that doctors will quickly Rule he can be managed in the Community through medication. They can treat him thatus Fine. But it has to be done in a locked facility for the rest of his Days. Anything less than that is not Justice de Delley said. I dont think he can be cured. Treated yes. But not cured. Hers unpredictably dangerous. I dont think he can be healed. And i dont want to take that Chance. De Delley is angry the Issue even needs to be debated she said ramp should have never allowed him to get off that bus alive. That my son would be murdered by a maniac on a bus unprovoked was wrong. That police would stand around and do nothing for almost five hours is wrong she said. Family members have filed a wrongful death lawsuit against several parties including i the Federal government greyhound and the ramp. They said the fact officers did not storm the bus but instead allowed i to continue defiling mcleans body adds to their suffering. I was Only arrested after he smashed a bus window and jumped out. So Many parts of our system have failed said de Delley who is also waiting to learn details about lies background. Lies wife has told police he previously spent four Days in a mental health facility but the family does not know any other details. We have to wonder if whats happened Here is a result of cutbacks to the mental health system in Canada de Delley said. She questioned Why the Case a snot been a political talking Point during the election but Hopes to take her plea to Ottawa in the future including meeting with the Federal Justice minister. In speaking about Justice for Tim and safety for everybody de Delley said. I want to be a voice and want As Many people As possible to add their voices. She said she wants supporters to attend a candlelight Vigil thursday at 6 p. M. At the Manitoba legislature. For All those people who contacted us and asked what they could do. This is what you can do she said. Meanwhile the family is still struggling to Cope with their loss. Last Friday would have been my leans 23rd birthday. They marked the event by dining on his Favourite foods including an ice Cream cake he loved. There Are also constant reminders of their loss such As every time de Delley sees a greyhound bus go by on the Highway near her Rural Manitoba Home. Every time i see one now i have to think of it As my son just saying his telling me hers of she said. Wow. Mikeo crime. Com top news Winnipeg free press Friday october 10, 2008 Winnipeg repress. There Arentt enough culturally appropriate role models and Foster Homes for at risk refugee kids who dont speak English and Are illiterate in their Mother Tongue said one worker who had two Young clients in mind. These boys Are on the Edge of being in gangs she said. Were going to lose them. Some kids Are set up for failure by school policy that plops a teen from a refugee Camp with no schooling in a Grade 10 class because of their age. Placement is a huge Issue said Suhoza Haki Simana a teacher from Africa who is the executive director of the foundation that hosted the discussion. Kids who come from a refugee Camp and can barely read Are placed in High school and after two years graduate if they a vent dropped out. The shame of not being Able to keep up with their Peers drives some refugee kids out of school and into the arms of waiting gang recruiters More than one worker said. A Lack of language training for isolated parents is shifting the balance of Power in newcomer families they said. Children in the school system Are learning English and about the new rules in Canada sometimes making up some of their own that they share with their parents. The parents often uneducated on their own with several kids to raise and who dont speak English May be afraid to ask for help. Some believe their children could be taken for Good.
