C m y k Page a7 r Roseau River first nation a 73 year old aboriginal elder at this troubled first nation is living in an unheated trailer with no running water after band Money ran out for renovations on his House. You cant get anything done. The leadership is not paying their Bills Ernie Henry said on a cellphone earlier this week from his Home in the Bush. Henrys plight is just another Black Mark on the embattled Reserve located about 90 Kilometres South of Winnipeg chief Terrance Nelson said there May be no Money to finish the House this year. Six houses burned this year three Homes were built and one henrys place was repaired. The Money did not stretch far enough. The reality is Ernie is in a bind. Well help him even if we have to move him Nelson said. The embattled chief is also under fire from band members including Henry for his management of the bands finances. A a omens group formed a custom Council this summer tried to impeach Nelson but failed. Meanwhile a Federal court hearing dec. 1 2 will determine the Validity of the opposition groups june 2007 by election to wrest Power from the elected Council. The next official election is March 2009. Nelson says band governments Are in a no win situation. Demands for services constantly outstrip Federal funding. Theress no private property or economic incentives and land claim settlements Are the Only sources of capital. Twice since june Manitoba Hydro has Cut off electrical Power students were barred from attending school until the band paid tuition Bills in August. Henrys trailer is located on Reserve land about 10 Kilometres South of st. Malo where he says he drives to the Public washroom for big jobs. The main Reserve is on another parcel of land a half hour drive to the West. A couple of times a week Henry drives to the main Reserve to Shower. Drinking water comes from a Well More than a Kilometre from his trailer. Three five gallon Blue plastic Drums do him for a week. Henry tries to make Light of his plight telling a reporter it could be a lot worse. When i grew up we had to go to the River for water. And i do have a phone he joked. But this is no laughing matter his sex wife Mary Ryan said from her Home in Minneapolis. Henry has a heart condition diabetes and a bad hip. This is a travesty to treat an elder in this manner Ryan said in an e mail. Henry knows the situations serious. Its going to be freezing soon. What am i going to do then he asked. He might Winter with a Niece nearby in the Border town of Emerson or return to Minneapolis. Henry lived in Minneapolis most of his adult life earning a living As an electrical contractor before following his son Back to Roseau. He had lived with his son Tom Henry until the Man died suddenly in May. The band owned Home is rundown and overrun with rats mice and a pair of weasels. Renovations were extensive Walls floors and ceilings electrical wiring roof and exterior siding were replaced. But theress no plumbing or fixtures baseboard Heaters trim or inside doors.
