Michael Hyduk spokesman for Canadian blood services in Winnipeg said Manitoban donated a lot of blood Over the summer so the province has not seen its blood Supply drop to dangerously Low Levels like elsewhere in Canada. Winnipeg and Manitoba have done Well and As a result we Are a net exporter of blood to other parts of the country Hyduk said. We cant say were Short and thatus to the credit of Manitoban. Canadian blood services warned this week that rising demand coupled with dwindling donations have caused the inventory to drop 40 per cent. Manitoba health minister Theresa Oswald donated blood Friday in an Effort to persuade other Manitoban to help boost National stocks. Manitoba blood donor clinics extended their hours this week. On tuesday with Only two Days Worth of the most common blood types in Reserve the National Agency began to ration blood to hospitals. Three Toronto hospitals Toronto general Toronto Western and Princess Margaret Are now reviewing transfusion requests to see if any can be deferred until reserves Are replenished. In Nova Scotia the blood Supply has fallen to the Point that some elective surgeries could be postponed. Sue Blasutti of Canadian blood services said Hospital demand for blood has gone up 3.3 per cent Over the last three years. Ideally we like to have Between five and seven Days Supply. Right now were sitting on two Days for blood types of and As she said. Staff with files from Canadian press Manitoba shipping blood out to others a racial profiling expert told the University of Manitoba Law school this week that the Winnipeg police service like Many other Canadian police forces should Start keeping statistics about the ethnic background of people officers decide to Stop. David Tanovich a University of Windsor Law professor told about 40 faculty and students thursday there Are at least two Canadian court cases indicating even some police officers from ethnic minority groups use racial stereotypes in selecting or treating perceived offenders. Tanovich said Canadian police forces like the was should be collecting data on the ethnic background of people they Stop so the data can be studied to show if certain groups Are being targeted. The police refuse to collect data on How they Stop so we get a sense of How systemic the Issue is said Tanovich author of the Colour of Justice policing race in Canada. Tanovich said statistics collected by police about those arrested Arentt adequate for gauging whether or not racial profiling is happening in a City. Those statistics dont provide the background on whether ethnic minorities attract heightened police attention like in random traffic stops. This is really happening in racial Zed and aboriginal neighbourhoods Tanovich said. Cultural diversity training is Fine but it does not get to the roots of whats happening on our streets. Was Deputy chief Doug Webster said Many concerns have been raised about collecting statistics on whom police choose to Stop. He prefers the term Bias free policing to racial profiling and said the Force has developed extensive training programs and recruitment practices related to cultural awareness and diversity. Was chief Keith Mccaskill is Manitoba ass former coordinator of aboriginal and municipal Law enforcement but first nations leaders allege officers still target minorities. In july 2008, Manitoba Metis federation leaders blamed police for the death of Michael Langan 18, after police tapered him after he allegedly broke into a notre Dame Avenue car. In August aboriginal leaders alleged officers improperly shot and killed Craig Mcdougall 26, after the Man allegedly threatened them with a knife and officers could not subdue him with a stun gun. These allegations of profiling or biased policing Are profoundly upsetting to officers Webster said. Tanovich pointed to a controversial project launched in Kingston ont., in 2003 to collect data on racial profiling. From october 2003 to september 2004, Kingston police took data on the age gender and race of people they stopped. The data was then studied by a University professor who found officers were 3.6 times More Likely to Stop Black people than other members of King stones population. Aboriginal people were 1.3 times More Likely to be stopped by police. Webster questions the projects methodology and conclusions drawn from the study. What i read in that report and what i know other police chiefs across Canada read in that report did not provide that proof that there was value in doing that said Webster noting such a project could cause friction Between the Community and officers. What were trying to do is dispel perceptions of Bias and it almost took the exact opposite effect. It almost struck a wedge Between police and the Community and even widened that Gap which is something wed certainly want to avoid. Gabrielle. Giro Day free press. My.
