Com a 3 a looming $ 38 million operating budget deficit at City Hall has a left Wing think tank calling for an end to the property tax freeze in order to keep Winnipeg Gas books balanced. The Canadian Centre for policy alternatives is recommending the City Index property taxes to inflation As Well As raise business taxes rather than eliminating them As mayor Sam Katz has promised. The City May be months away from tabling its next budget but Ccpas alternative budget released this week criticized Katz for hiking user fees and other service charges while holding the line on property and business taxes. Real per capita spending has declined during this decade and the Cit yes poorest citizens have borne the greatest effects of such a trend the Capa said. Winnipeg continues to have double digit family and child poverty the Capa alternative budget said. While Winnipeg Gas population grew to 659,000 from 637,000 in 2001, the Capa notes per capita civic revenues adjusted for inflation fell by 0.9 per cent. Our revenues Are shrinking relative to our population said Lynne Fernandez the acting director of the Ccpas Winnipeg office. This is not sustainable. The Capa proposed increasing property tax revenues by $ 10.8 million to $ 430 million and business taxes by $ 1.5 million to $ 58 million to help the City avoid a deficit. You cant let inflation erode your property taxes Fernandez said. The Capa suggested other ways to raise revenues such As charging people who commute to Winnipeg from outlying communities a $ 4 a Day fee. People who work in Winnipeg and who live outside the City Are in essence free riders using municipal services when they drive and work in the City without paying for them the Capa budget said. The Capa also said the City should establish a tax on the use of plastic bags and set up a fee to encourage Winni Eggers to conserve water. In addition to suggesting new sources of Revenue the Capa budget set out spending ideas including a $ 3 million aboriginal strategy that would include training for youth mentorship and free or subsidized physical activity or recreation services. Moreover the Capa budget called for $ 4.3 million to be invested in citywide recreation and Leisure activities through greater co operation with school divisions the provincial government and Winnipeg Gas network of Community centres. The move keeps Wyatt on pc but relieves him of the responsibility of chairing a subcommittee of his own. Wyatt concedes he has yet to Chat with Clement about their complementary roles. But he too said there will be no conflict. The Day to Day business of Public works has to go on Wyatt said. The Way i see it its my Job to do the Long term planning. To that end Wyatt says hers looking Forward to the establishment of a new transportation authority to oversee both regional roads and transit. Wyatt also plans to Champion the idea of a new one per cent sales tax to allow Winnipeg and other Manitoba municipalities to Access More Cash for infrastructure repairs. Katz and the association of Manitoba municipalities like the idea but the province has been Cool to the notion. Ideally the Money should come from the Federal government Wyatt says. The fact of the matter is nobody asked Stephen Harper to Cut two Points off the get. A lot of people feel that Money could have been better spent on infrastructure Wyatt said. The Transcona councillor does not feel he has been demoted on pc even though he no longer chairs a committee. This gives me More time to do actual work. I hate meetings he quipped.
