The Canadian Centre for policy alternatives is recommending the City Index property taxes to inflation As Well As raise business taxes rather than eliminating them As mayor Sam Katz has promised. The City May be months away from tabling its next budget but Ccpas alternative budget released this week criticized Katz for hiking user fees and other service charges while holding the line on property and business taxes. Real per capita spending has declined during this decade and the Cit yes poorest citizens have borne the greatest effects of such a trend the Capa said. Winnipeg continues to have double digit family and child poverty the Capa alternative budget said. While Winnipeg Gas population grew to 659,000 from 637,000 in 2001, the Capa notes per capita civic revenues adjusted for inflation fell by 0.9 per cent.
