Com a 3 a Brandon based anaesthetist has been stripped of his ability to administer narcotics after an investigation found he created fictitious patients to hide painkillers he had in his Possession. Kenneth Bruce White stopped practising Medicine on dec. 14, 2007, after Manitoba ass College of physicians and surgeons found he falsified drug records and failed to properly record medication administered to patients. White submitted drug records indicating he administered Fenta nyl to two patients Smith and Jones whom he later admitted he had invented. Other records that say White administered demerol to patients be verified since the painkiller a snot recorded in any patient Chart. White denied using the drugs himself. An investigations committee ruled his illness was a Factor in his unethical behaviour. A College report posted online this week says Whites behaviour was clearly unethical and a serious breach of Trust. The censure appears on his permanent record and he was also ordered to pay a $ 2,500 Fine. White has since re entered practice on the condition he cant Access narcotics. He declined an interview request. College registrar or. Bill Pope said its unusual for the investigations committee to publish the name of a doctor censured for issues related to narcotics dependency. However Pope said creating fake documents and patients was the tipping Point and the College wanted White and other physicians to take dependency problems seriously. Pope said there Are programs for physicians who have problems with alcohol and narcotics dependency. The Overall Issue of dependency in physicians is not Gigantic but its sufficient enough that its a concern Pope said. If you Start having problems or issues with narcotics its important you dont Start doing something that puts your credibility at risk. The report said White was required to sign opiates out of the Hospital system and submit a record accounting for All of the controlled drugs and substances in his Possession whether they were administered to patients wasted or returned to the Hospital pharmacy. On dec. 10, 2007, White was scheduled to Start epidurals top up epidurals and provide anaesthesia to patients in the operating room. He submitted a report that said he administered the painkiller Fenta nyl to patients Jones and Smith. His records for dec. 10 and dec. 12, 2007 indicate he administered demerol to patients. Brandon regional health authority was unable to identify Jones and Smith and demerol was not recorded in the charts of patients White said received the drug. Brandon health officials confronted White about the discrepancies on dec. 14, 2007, and he admitted he created fake patients. White said the demerol was administered to patients but not recorded in their charts. Or. Graeme Cunningham director of addictions at Homewood health Centre in Guelph ont., which has the largest addiction treatment program for health care professionals in Canada said the rate of addiction among physicians is the same As the general population. About eight per cent of physicians Are addicted to alcohol and three per cent Are dependent on narcotics. Cunningham said anaesthetists and psychiatrists Are the most common specialities that experience addictions simply because of Access to powerful drugs like Fenta nyl. Ca w Winnipeg police Are investigating the death of a Man who shot himself in front of officers Early wednesday morning after fleeing a police traffic Stop in the Cit yes West end. This incident is extremely serious and certainly unique said const. Jason Michalyshin. He would Only identify the Man As an adult known to police. Michalyshin would not say Why police pulled Over the Man and another Man who did not flee in the 200 Block of Beverley Street at about 4 a. M. Wednesday. When the Man suddenly fled officers called for reinforcements. Police including a canine unit pursued the Man behind a House on Simcoe Street. There Michalyshin said the Man pulled out a gun pointed it at himself and fired. Members of the service did observe that Michalyshin said when asked if police actually saw the Man shoot himself. The Man was taken to Hospital where he later died. Police Are assisting officers who witnessed the shooting Michalyshin said. They will take leaves of absence. He would not comment on the suggestion one of the officers was Only a police trainee. Regardless of the seniority it is a significant incident Michalyshin said. This kind of incident is going to Impact a Junior member or a senior member. Michalyshin said police did not use guns or tasers in the incident based on information we have now. He could not say whether the incident would provoke a special inquiry. Such cases could be covered under changes to provincial policing legislation expected this Spring. In a similar Case two years ago in Ottawa a 25 year old Man died after stabbing himself in an Eye while in a taxi surrounded by police. A special investigations unit later found police were not criminally responsible for the mans death. For several hours after the Winnipeg shooting police forensic unit officers went in and out of 327 Simcoe st., a two Storey House with Brown siding As Well As taking evidence outside 329 Simcoe st., a two Storey House with White stucco.
