However the Lack of political stories does not mean nothing is happening. Provincially the Manitoba progressive conservatives have been Busy behind the scenes. Along with the development of pre budget strategy the tories have seen a significant change in Back room personnel. Doug Schweitzer the part yes ceo has decided to return to Calgary where his family had continued to reside during his 12 month tenure in Winnipeg. A Winnipeg Ger who originally fled to Calgary to dip his toe in Albertas Pond of Black Gold Schweitzer is time at 23 Kennedy st. Appears to have been successful although the Brevity of his stay Here makes it a qualified Success. Schweitzer was a congenial presence always available to the Media. Unfortunately his biggest headline May have been the ill timed whining about changes to electoral boundaries that took a seat away from Rural Manitoba and added one to Winnipeg. Schweitzer complained that the new boundaries were a Windfall for the nip which dominates in the capital City when he should have been formulating a strategy to breach fortress Winnipeg As he called it. That one misstep aside Schweitzer is departure is not Good news for the party. It is difficult for the tories to downplay his loss Given that he was so highly touted when he arrived in the Job one year ago. Schweitzer was quite correctly sold to his party As an ambitious whip smart emissary of a younger generation. He appeared on first Blush to be the perfect addition to the Youthful leadership of Hugh Mcfadyen and chief of staff Jonathan scar this sober sense of strategy. There was no suggestion Here that anyone in tory land was upset with his performance and a raft of conservative sources confirmed his departure had Little to do with the prospects of the party and everything to do with personal considerations. And yet he leaves a Hole behind. Scarth will move in March to fill the vacancy As party ceo and head the part yes next provincial Campaign. Mcfadyen is now looking at a Short list for a new chief of staff with no hints about whether he will promote from within or look outside Manitoba. Mcfad yens Choice will be significant. Having been Leader for two years now he has made Progress in assembling a team to Challenge the formidable nip. However while Mcfadyen has been significantly More effective than his predecessor Stuart Murray he has not found the kind of traction needed to Knock the nip off its game. Not All of this is Mcfad yens fault per be. The nip Are very Good at dodging trouble and squelching scandal. Nip detractors have a Long list of scandals they will attach to Premier Gary doers machine but time and time again poll results confirm the ruling party has not been derailed by any one Issue. The tories must also contend with a trend in political reporting that sees fewer smaller stories on Public policy and a dearth of coverage Between legislative sessions. This trend Well established by this time has been exacerbated by an economic downturn that has forced news outlets to Cut Down on staff and Content. Those Are however the conditions under which Mcfadyen and the tories now toil and As Schweitzer demonstrated its not a Good use of time to sit Back and complain. It is less important now what disadvantages May exist for an opposition party to make news and More important that the tories figure out a Way of tarnishing doers gleaming reputation. And fast. This fall the tories will celebrate one of those anniversaries no political party wants to celebrate a decade in opposition. It seems just yesterday that it was 1999 and doer and the nip were dethroning Gary Filmon and the pc party of Manitoba. Over those 10 years the tories have not really come close to returning the favour. As has been noted in this space before the first step towards winning an election is assembling the team of strategists and advisers that can find the recipe for Success. Police responded to the area of Charles Street and st. Johns Avenue shortly after 2 a. M. After reports of shots being fired and found a Man lying outside with a gunshot wound to his lower body. The Man was taken to Hospital in critical condition. He later died a Winnipeg police spokesperson said. Police later identified Beauchamp As the victim. His death is being treated As a homicide. Police taped off a wide area around the intersection of st. Johns Avenue and Charles Street sunday morning As investigators combed Over the streets and Snowbank for clues. One area resident reported hearing loud noises during the night but did not venture outside. All i heard was shots but i did not know that they were shots said the resident who asked not to be named. She said most people living in the area Are homeowners decent Folk but believes crime in the neighbourhood has gotten worse in the last few years.
