TORONTO - Toronto's parks department
has changed its hiring practices
after finding out a man accused in a
deadly weekend shooting worked at a
city- run after- school program while
awaiting trial in another case.
City officials confirmed Wednesday
Christopher Husbands - who police allege
is in a gang - was employed as a
part- time recreation worker from last
November until May 18.
Husbands was out on bail on a sexual
assault charge while he held the job.
City manager Joe Pennachetti called
the discovery " deeply troubling" and
said it has led the parks department to
impose stricter hiring conditions.
From now on, he said, no one will
be hired by the department without
first handing over a clean background
check.
" I know there's various legalities
involved, but at this stage, from my
perspective, we don't hire someone -
especially when they're working with
children - that has a criminal background,"
he said.
Mayor Rob Ford said all city employees
should undergo a background
check. " We have to make people accountable,"
he said.
Saturday's shooting in a busy food
court left one man dead and six others
wounded, including a 13- year- old boy
who was shot in the head and is recovering
in hospital.
Husbands, 23, was under house arrest
at the time of the shootings. He is
charged with one count of first- degree
murder and six of attempted murder.
The dead man belonged to the same
gang as the accused, police said. So did
an associate who was wounded in the
gunfire, they said.
A massive influx of new seasonal
staff may have allowed Husbands and
other workers to avoid scrutiny during
the hiring process, Pennachetti said.
He said he'll be checking to make sure
no other employees slipped through the
cracks.

M ONTREAL - Police have revealed
body parts mailed to
Vancouver schools were accompanied
by notes - although they
wouldn't elaborate on their content
Wednesday.
Montreal police confirmed they
had taken over an investigation into
the packages mailed to British Columbia,
thought to be linked to the dismemberment
case that has attracted
international attention.
Two hands, two feet and a torso
have turned up in different cities
over the last week. Montreal police
said they are working to find the missing
head.
The suspected killer, former porn
actor and prostitute Luka Rocco
Magnotta, is in a German prison
awaiting extradition back to Canada.
Police said the packages sent to
Vancouver were accompanied by
messages, as were packages received
in Ottawa last week.
" There are some notes from the beginning,
from the first package that
we found in Ottawa," said Montreal
police Cmdr. Ian Lafreniere.
" What was written on the
notes, we kept that for ourselves."
He said police would be
selective about the information
they release because
they don't want to encourage
copycats.
Meanwhile, the parts
from a still- unidentified victim
were being transported
by Vancouver police back to
the city from which they were mailed
- Montreal.
Police were trying to confirm the
identity of the victim.
Magnotta may have made a porn
movie in B. C. almost a decade ago.
Jeff Vanzetti, the webmaster for
the U. S.- based Internet Adult Film
Database, says he started
looking at Magnotta's resume
when police began
their manhunt.
Vanzetti says a film distributor
called StreetBait.
com had an office in Vancouver
in 2003, which was
the same year Magnotta
shot a movie with the company.
In Montreal Wednesday,
there was speculation yet
another human limb had been discovered.
A passerby noticed what looked
like a human foot in Montreal's west
end, near the neighbourhood where
Magnotta is accused of killing and
dismembering Jun Lin.
It turned out to be a rubber foot.
Montreal police originally said the
limb was human. This would have
been the third severed foot found in
Canada this week, prompting fears
there might have been a second victim
of a similar crime.
Police quickly corrected themselves.
They said they were duped by
something that appeared real - such
as an object from a Halloween store.
Montreal police spokesman Yannick
Ouimet said it was so lifelike that
homicide detectives were summoned.
" Police officers on the scene thought
it was a foot, " Ouimet said.
Police said the incident might warrant
a criminal mischief charge.
The parents of Jun Lin arrived in
Montreal late Tuesday.
The Lin family's arrival occurred
under the media radar. Little information
is available about the victim.
Among the few people to have met
Lin's family are officials at Concordia
University, where he was an
engineering student.
The head of the school's Chinese
student association described the
painful scene at the airport when
they arrived Tuesday.
" It's heartbreaking," Yan Shi said.
" Lin's mother was very emotional.
It's really terrible just being there.
We didn't understand a word she was
saying, she was crying a lot. She could
barely walk. We had to help her."
He said he was able to make out a
single phrase: "' We come to take you
home now.' "
