O TTAWA - The federal government
announced Wednesday it
will spend $ 25 million to combat
human trafficking.
The money will be doled out over
four years on a number of initiatives,
ranging from victim identification and
assistance to police training and public
awareness.
" This is a robust plan that demonstrates
Canada's unwavering commitment
to action," Public Safety
Minister Vic Toews said.
Toews said the plan consolidates
the work of more than
a dozen federal agencies and
departments to address human
trafficking in the sex
trade and forced labour.
The strategy will create the first integrated
law- enforcement team to combat
human trafficking. The team will
include members from the RCMP and
Canada Border Services Agency.
Toews said the goal isn't just to
prosecute more offenders but to help
prevent human trafficking. The government
also plans to develop a tool to
help identify those most at risk for trafficking,
improve data collection on the
issue, develop education campaigns,
create a $ 500,000 victims fund and
work on ways to prevent the sex trade
from bringing in workers through the
Temporary Foreign Worker program.
There will be specific initiatives
to improve detection and prevention
protocols within that program to try
to combat forced labour, as well as a
policy for visits to work sites and training
for provincial labour inspectors.
Carleena McGuinty, the child protection
policy expert at World Vision Canada,
said forced labour is more common
in human trafficking than the sex
trade.
" Nine out of 10 victims are trafficked
for labour," she said.
Earlier this year, Canada cracked the
first forced- labour ring in this country
involving 19 victims from Hungary
who were forced into slave labour in
Ontario's construction industry.
McGuinty said one of the greatest results
of the strategy will be awareness
among Canadians that human trafficking
is alive and well in Canada.
Manitoba Tory MP Joy Smith was
instrumental in helping to
develop the strategy. She
introduced and passed
a private member's bill
implementing mandatory
minimum sentences for the
trafficking of minors, and
is currently shepherding a
bill through Parliament to allow Canadian
laws to apply to Canadians who
traffic victims outside the country.
In 2010, Smith released a list of recommendations
for a national strategy,
one of which was a law to criminalize
the purchase of sex. Last December,
she introduced a petition calling for
such a law.
Toews said the strategy will use
existing laws.
Smith said the strategy will help cut
the supply of victims but she acknowledged
there's more she'd like done.
" It's not everything there is to do
but it's a really strong beginning," she
said.
There are an estimated 15,000 trafficking
victims in Canada. Human
trafficking has been a specific crime
in Canada since 2005. Since then, there
have been 42 convictions. Another 59
cases remain before the courts.

TWO Manitoba teens have
pleaded guilty to manslaughter
after a woman was decapitated
during a botched carjacking
last summer.
The girls, who were 17 and 15
at the time of the July 2011 incident,
admitted to manslaughter
and car theft and will be sentenced
later this summer. The
Crown is seeking the maximum
youth penalty of two years in
custody, in addition to the almost
12 months they have already
spent in custody.
Roberta Dawn McIvor, 32, fell
asleep in her car in Sandy Bay
First Nation near Portage la
Prairie. The two girls jumped
inside and took it for a ride before
they pulled over and tried
to remove McIvor. As they drove
away, McIvor became tangled
in her seatbelt and was dragged
for a short distance before
suffering the deadly injury.
" They didn't realize this was
happening. They just thought
they would put her out of the car
and be done with it," defence
lawyer Greg Brodsky told the
Free Press . He is representing
one of the youths and said she
was stunned to learn McIvor had
died. He will seek a sentence of
time already served.
McIvor had a 14- year- old
daughter.
Brodsky said extra security
measures were in place for
Tuesday's court hearing.
" The community is really torn
up, all up in arms over this on
both sides," he said.
A report on the aboriginal
background of the two accused
has been ordered and may be
used by defence lawyers to
argue for a more lenient sentence.
