A UNIVERSITY of Manitoba professor
who drew blood to test 80 aboriginal
high school students for
diabetes using the same one- use device
had never drawn blood before and was
not qualified to do so.
The Winnipeg Regional Health Authority
will meet individually with
those students from Southeast College
in Winnipeg, beginning Monday, to
tell them if - unlikely and remote as
the possibility is - they've contracted
hepatitis B, hepatitis C, or HIV.
The unnamed professor is a PhD in
pediatrics who'd been asked to conduct
blood- sugar testing as part of his
speech at a diabetes awareness day.
U of M officials insisted Thursday
the professor was appearing on his own
initiative and was not performing university
duties or representing the university.
Dr. Michael Routledge, the medical
director of public health for the Winnipeg
Regional Health Authority, said
the professor used a " finger- poker" to
draw blood to test
for diabetes.
He replaced the
needle each time,
said Routledge, but
each time failed to
replace the penlike
device that
holds the needle
and through which
the drawn blood
passes. An individual
can use the
device repeatedly,
but it is not to be
used by more than
one person, Routledge
said.
" The risks are low," Routledge said,
but added, " There have been case reports
that when you reuse the pen, a
small amount of virus can collect."
Dr. Cheryl Greenberg, head of pediatrics
and child health at the U of M,
said she learned what had happened
through casual conversation with the
professor and immediately notified
Southeast College.
" The professor wasn't aware it wasn't
a multi- use device. The finger- poke device,
it is being used inappropriately in
many domains. People don't appreciate
there is that very small risk," Greenberg
said.
Greenberg later confirmed " disciplinary
action has been taken," although
she did not specify what that was.
The university has ordered a review
of the incident.
Greenberg said the professor was not
" credentialed" to draw blood, and didn't
realize poking a finger was a blood test.
" He'd never done one before," she
said. " It was a mistake; it was not malicious."
Greenberg said the professor appeared
by invitation at Southeast, a
residential school for aboriginals run
by several First Nations, on diabetes
awareness day because he has a research
interest in diabetes.
Routledge said public health nurses
who tested the Southeast students will
tell them the results individually next
week.

a statement Thursday saying he is
alarmed students were tested without
written parental consent and without
medical protocols being followed.

THE public inquiry into Phoenix Sinclair's
death has been delayed again.
Inquiry commissioner Ted Hughes
announced Thursday evidence will
not be heard until Sept. 5, two months
later than previously hoped.
In a statement, Hughes said it is taking
longer than expected to deal with
pre- hearing motions with respect to
publication bans. The sheer volume
of documentation resulting from prehearing
interviews of 140 witnesses -
100 of which are expected to testify -
is also a factor, the former judge said.
The commission had hoped to deal
with publication- ban issues next week.
That has now been moved to July 4.
The Manitoba Government and General
Employees Union has applied to
shield the identity of such professionals
as social workers and nurses at the inquiry.
The union said their safety could
be at risk if they are identified. The
Free Press and other media outlets are
arguing against a publication ban.
Hughes said several parties have
brought motions on the ban. Seventeen
affidavits, often lengthy and extensive,
with numerous exhibits, have
been filed by those participating.
" Counsel have requested a short
additional period in which to adequately
prepare. There is merit in the
request. Reluctantly, I have decided to
accede to it," Hughes said.
Phoenix was five when she was slain
in 2005. It took more than nine months
for officials to realize she was missing,
despite the fact she had been in Child
and Family Services care and had only
recently been returned to her birth
mother. In 2008, her mother and stepfather
were found guilty of first- degree
murder.
Family Services and Labour Minister
Jennifer Howard said the government
has always maintained it wanted the inquiry
to take place as quickly as possible.
But Hughes has a " wealth of experience"
in inquiries, and the government
respects " his decisions on timelines" as
he moves forward, she said.
Conservative Justice critic Kelvin
Goertzen called the latest delay " incredibly
disappointing."
