That's the kind of question the province finally solved Thursday when it announced some flexibility in its new K- 3 class- size rule. The new math governing class sizes will allow 10 per cent of classes within a school division to hit a maximum of 23 students. " It's about teachers having one- on- one time. You need to know those young people. You really need to capture them. You need to have the opportunity to really have some time to figure out what's best for them in regards to their education," said Education Minister Nancy Allan. The announcement, made at �cole Constable Edward Finney School in Seven Oaks School Division, comes after concerns from trustees and parents a strict limit of 20 students would stretch resources too thinly and split classes up mid- year when new students arrive. After a phased- in period, school divisions will be required by September 2017 to adhere to the new 20- student limit from kindergarten to Grade 3, with 10 per cent wiggle room. Allan said it would be up to the school division to decide which classes would be part of that 10 per cent and get additional students. The government previously announced funding for schools, which they said would help ease the strain of needing more teachers and more classrooms. " We are in a tight fiscal situation, but education and health care are priorities," said Allan. Funding is available over the next five years with $ 20 million for 240 additional teachers and $ 85 million for school expansion. " It will allow us to establish four or five additional kindergarten classes, so we can meet the class size of 20 next year," said Seven Oaks superintendent Brian O'Leary. " More resources to benefit kids would always be a good thing," adding enrolment is growing in the school division. Split classes may still occur despite the added flexibility, said Manitoba Teachers' Society president Brian Olson. But Olson quickly stressed split classes, which combine more than one grade, aren't necessarily a bad thing. " From a teaching perspective it is definitely tiring, but not impossible," he said, adding students in split- grade classes usually stay with a teacher for two years. Olson said it's important the program is put in place properly and everyone in the education community is on board with the new cap rules announced Thursday. " This is potentially a great idea but we will have to see how it rolls," he said. " Properly implemented, this could be a game changer.
