NDP Leader Thomas Mulcair tabled the petition in the House of Commons Wednesday. It calls on Moore to correct a new formula for the Canadian Periodical Fund, which inadvertently reduces the subsidy La Libert� receives by $ 50,000 to $ 60,000 a year. The Old St. Boniface Residents' Association collected the signatures over the last two weeks. " We're asking him to maintain the contribution as it is," said Walter Kleinschmit, president of the association. The issue has arisen because Ottawa decided in 2010 to replace the old Publications Assistance Program with the Canadian Periodical Fund. The program helps magazines and non- daily newspapers. The new formula bases the subsidy on total subscriptions while the old one based it on the number sent by mail. La Libert� sends the vast majority of its 6,000 subscriptions through Canada Post. In 2009, the last year of the PAP, La Libert� received $ 110,000. In 2011, during the transition period to the CPF, the paper received $ 120,000. This year it will receive $ 100,000 and in 2013 it will drop to $ 60,000. La Libert� editor- in- chief Sophie Gaulin said losing that much money will likely mean she has to lay off some of the newspaper's 10 full- time staff and reduce the number of pages. " The quality of the paper will suffer," she said. Manitoba NDP MP Niki Ashton has frequently asked Moore to change the formula in the House of Commons. Wednesday she said the government's commitment to francophone- minority communities is in doubt. " This speaks to the legacy they are willing to leave in Western Canada," she said. " They won't outright cut them off but we'll starve the organizations to death." In the House of Commons, Moore said Ashton's attacks were ridiculous and the new formula is not an attack on minority- language communities. " The investments are based on a formula," he said June 13. " The decision was not made by the minister or the government." St. Boniface Conservative MP Shelly Glover wrote to Moore last month concerned about the paper's future. " The loss of this resource would have catastrophic consequences for immigration, community centres, schools, the arts community," she wrote. Glover believes assistance may be found in the Roadmap for Canada's Linguistic Duality, a five- year strategy to enhance the vitality of minority- language communities in Canada. Gaulin said she doesn't think the government intended to cut the funding for the paper, but now it knows what is happening she is hopeful it will restore the funding to where it was. " For $ 60,000, that enables us to live and not just to survive," she said. mia. rabson@ freepress. mb. ca ANDREW Strempler, a former Manitoba online pharmacy magnate, has been detained after a court hearing in Florida. Alicia Valle, special counsel to the U. S. attorney, said Strempler should remain in custody because he's a flight risk. Strempler was arrested in Miami last week at an airport as he headed from South America to Canada. Strempler had received attention as one of the province's most well- known young businessmen as he built the online pharmacy business RxNorth. com from Minnedosa. However, Strempler struggled in later years after he sold the business in 2006. By 2009, Strempler had a disciplinary hearing at the Manitoba Pharmaceutical Association, had to strike his name from a pharmacy registry and pay $ 7,500 to stay charges against him. The ruling to detain Strempler was made at a pre- trial detention hearing Wednesday. The next court date is set for June 29. - staff Manitoba tycoon arrested in U. S.
