What's the best
way to beat the heat?
THE biggest voice in Bollywood has
come to Winnipeg.
Sonu Nigam is a South Asian popstar
who's been selling out venues across
North America. Tonight, he's playing
at the Centennial Concert Hall.
Local fans promoting the show say
getting the playback singing celebrity
to perform in our Prairie city is a coup
for the local South Asian community.
In India, Bollywood playback singers enjoy the
same status as popular actors and music directors.
A playback singer's voice is prerecorded for
use in movies where actors or actresses lip- sync
the songs for cameras.
Nigam, who's been performing since
the age of three, reached the pinnacle of
his career singing for Bollywood.
Although a playback singer, in concert
he always performs live with his
band, according to an online fan forum
that tracks his shows around the world.
" The grandeur of his shows is always
impressive," Winnipegger Dost Mughal
said.
Members of the local South Asian community
know him well and hope his Winnipeg show at 6
p. m. will introduce him to new fans.

A N outright ban isn't in the bag, but Winnipeg
will have another look at how it can reduce
the amount of plastic sent to landfills.
On Wednesday, public works chairman Coun.
Dan Vandal said he wants to work with the administration
to examine ways Winnipeg can cut the
number of plastic bags in the Brady Road Landfill.
Vandal said he would like to review options
- including whether an outright ban is feasible
- and come up with a solution.
The city is rolling out its new garbage and recycling
collection system, which aims to get Winnipeggers
to recycle more and throw away less.
Vandal said " it makes sense" to revisit the plastic
bag issue as the waste- minimization strategy is
set to be implemented Oct. 1.
" It's an issue that's a little more complex than
what it may seem and I'm committed to taking
the time to examine it thoroughly and bring forward
a solution that's sustainable," he said, following
Wednesday's council meeting. " I've certainly
got an open mind and I'm going to work with city
administration to see what's workable."
Mayor Sam Katz told councillors on Wednesday
a recent review by the legal department determined
Winnipeg does not have the authority to
ban plastic bags, and it's up to provincial officials
to enact an outright ban. Winnipeg's chief operating
officer Deepak Joshi said the city's charter
prevents Winnipeg from enacting bylaws that
deal with environmental concerns.
Katz said there's no question Winnipeg needs to
reduce the amount of plastic bags, and one solution
may be to charge a higher fee to people who
want them. Katz said citizens are already using
reusable bags at retail outlets and more people
would likely think twice about their choices if a
larger fee is attached.
" It appears right now we're not getting as much
reduction as we should, which is why I say quite
simply raise the fee you charge," he said.
Katz said it would be easier for the province to
take action, since it has the power to do so.
The province's goal is to reduce single- use plastic
bags by 50 per cent by 2015, provincial cabinet
spokeswoman Rachel Morgan said in an email
statement.
She added if the city would like to move forward
with a ban " we are open to discussing it with
them."
Winnipeg initially studied the plastic bag issue
in late 2007 after Coun. Justin Swandel ( St. Norbert)
raised concern plastic blowing from the
landfill and store fronts was a blight.
A subsequent administrative report said the
average person uses four plastic bags per week,
which means there are 135 million plastic grocery
bags in Winnipeg every year.
The report recommended Winnipeg do more to
educate citizens about the need to reduce, reuse
and recycle plastic bags, and support the provincial
initiative to set targets to reduce and reuse
plastic bags.
Winnipeg stopped taking plastic bags in the
blue box in 2002 when the city moved to a singlestream
recycling system so residents did not have
to separate their recyclables.
Most of the material recovered from blue boxes
are sold to brokers and processing plants that
purchase the goods to turn them into something
else, such as packaging or drink trays. Plastic
bags don't have a buyer since they are complicated
to sort and can be easily contaminated by
everything from hidden receipts to rotting food.

Bollywood playback singer performs tonight

partnership to finance the construction of
a new south district police station. Council
approved a plan for Winnipeg to budget $ 18
million and award Shelter Canadian Properties

. Park improvements: Couns. Jenny Gerbasi
( Fort Rouge) and Ross Eadie ( Mynarski)
introduced a motion that calls on Winnipeg to
use the $ 7 million previously allocated for a
water park to improve regional parks. The motion,
which will be discussed at July's council
meeting, calls for the city to improve outdated
and aging facilities, including Kings, Crescent
Drive, Kildonan, Kilcona/ Harbourview and St.
Vital Park, which have " significant" needs.
