In the latest round of federal cuts, 3,889 federal employees with the Public Service Alliance of Canada ( PSAC) were given affected notices Wednesday, with 125 going out in Manitoba. Affected notices tell employees their jobs might be cut. They likely won't find out for months whether they will in fact lose their jobs. Another 54 members of the Canadian Association of Professional Employees were handed affected notices Wednesday, but the union was not certain how many of those people work in Manitoba. Via Rail also announced it is cutting 200 jobs nationwide Wednesday. This round of notices in Manitoba went to workers at the Canada Revenue Agency ( 34), Human Resources ( 44), National Defence ( 18), Public Works ( 6), Justice ( 9), Transport ( 9) and Fisheries and Oceans ( 5). The cuts include the elimination of 48 habitat management offices of Fisheries and Oceans across Canada including the office in Dauphin. Across the Central and Arctic region there will be just four habitat management offices left: Yellowknife, Winnipeg, Edmonton and Burlington, Ont. A Department of Fisheries and Oceans ( DFO) employee in Manitoba said nobody has any idea what will happen to the work being done in habitat management, with most of the scientists working in the area being laid off in the coming months. " They haven't come up with a new direction," he said. " I just see them fasttracking every big construction project to the advantage of the corporate world." He didn't want to be identified for fear of retribution from the government. Almost all employees have been warned not to talk to the media. The habitat management program works with anyone building something that would interfere with fish habitats to try and mitigate any potential harm. The latest cuts add to at least 40 job losses at the Freshwater Institute in Winnipeg already announced this year. Those earlier cuts mainly affect the Experimental Lakes Area research program. Hours after the new round of cuts was announced, Fisheries Minister Keith Ashfield issued a news release announcing a consultation process to figure out how to implement changes to the Fisheries Act. Those changes include shifting focus to high- risk projects and riskbased enforcement activities. In the release, Ashfield said Canadians understand there is a difference between low- risk projects like new docks at a private cottage and high- risk operations such as new hydro dams or mines. NDP Fisheries Critic Robert Chisholm said it is " unbelievable" the minister would hold consultations to determine how to proceed after already making decisions about office closures and job cuts. " It's frankly shocking," said Chisholm. So far, more than 2,100 PSAC members in the Prairies have been issued affected notices. The DFO employee said the onslaught of attacks on civil servants in almost any news story about government layoffs adds insult to the constant threat of losing their jobs. He added the government's suggestion that laying off thousands of people is good for economic growth is ridiculous. " I don't know of any economist in the world who would say eliminating 19,000 jobs is good for the economy."
