Liberal Leader Jon Gerrard says it's a farfetched idea, but
one he's heard - that Manitoba will amalgamate all public
universities into one institution.
That's why he put the question to Advanced Education
Minister Erin Selby in her estimates hearings recently to
get the government's answer on the record.
" The government has been on a sort of an amalgamation
binge for health- care centres, for municipalities. There's
a rumour the government might be considering amalgamating
some universities. Is that on the agenda?" Gerrard
asked.
" Oh. no. Too warm to ask that question, Jon," Selby answered.
Gerrard declined to identify the source of his information.
" What I heard was a rumour of possibly bringing all universities
together under one institution," Gerrard said. " I
raised it in estimates because I wanted to get an answer on
this issue. The minister said ' no,' but then this government
told people ' no' two years ago when they were asked if they
would ever raise the PST," Gerrard reasoned.
Officials at Manitoba's five public universities said they
are unaware of any move to amalgamate them.
" It would be a really backward step in Manitoba. The
smaller institutions, it guts their mandate," Brandon University
president Deborah Poff said. " They're all very different
institutions."
Poff said Nova Scotia, where she used to work, has been
talking about amalgamation for at least 40 years.
" They never make any progress. There are seven universities
in Halifax - it's never going to happen," she said.
" This has been an ongoing saga."
Poff said she's aware of talk in Alberta about going to one
provincewide university: " I'd be surprised if it happened in
Alberta. That would be a dumb thing to do," she said.
Every once in a while, Canadian educators look at the system
in California, which has a number of University of California
campuses spread throughout the state. " It is a bad
model - it doesn't work well in the U. S." where other states
have tried it, Poff said.
Talk about amalgamating schools usually involves each
specialty taught at one campus, said Jim Turk of the Canadian
Association of University Teachers.
" There's been lots of talk of merger of universities," Turk
said. " The minister of advanced education in Alberta is talking
about Campus Alberta."
" California has the most integrated public education system
in North America," said Turk - the University of California
schools at Berkeley, Los Angeles, Santa Barbara and
elsewhere are top research schools. Then there is a level of
state schools and finally, community colleges.
It's a highly integrated system with easy movement and
transfer of credits. No other jurisdiction has made it work.
The University of Winnipeg focuses on community integration
and the University of Manitoba is a classical research
facility. " It is most unlikely that Manitoba and Winnipeg
would be merged," he said. " You lose the different
focus each brings ( with amalgamation)."
