Highway crash kills man, 66
POLICE say a man killed in a highway crash Tuesday
afternoon was a 66- year- old Winnipegger,
whose name will not be released.
He was driving a westbound minivan on Highway
1 east of Portage la Prairie when it crossed
the median ditch and ran head- on into an eastbound
pickup truck towing a camper trailer. The
61- year- old driver of the pickup truck from Ste.
Anne was taken to Portage General Hospital
with injuries believed to be non- life- threatening,
RCMP said.
His spouse, the passenger, was airlifted to
Winnipeg and was listed in stable condition, police
said.
The crash happened about one kilometre west
of the Shell gas station on Highway 1 near Portage
la Prairie.
That section of the highway was blocked off.
RCMP said Tuesday evening it had reopened.
Hijacking suspects sought
POLICE are looking for a man who hijacked
two people at gunpoint at a car wash on Monday
night and attempted to force them to withdraw
money from a bank machine.
A 59- year- old man and an 82- year- old woman
were at a car wash in the 500 block of Madison
Avenue at about 7: 30 p. m. when the suspect,
wearing a disguise, brandished the gun as he
jumped in their sport utility vehicle and demanded
they take him to a bank machine.
The male victim drove the vehicle to a bank
in the area of Ellice Avenue and Empress
Street and got out in the parking lot with the
suspect. The male victim yelled at a passersby
to call police when the suspect assaulted him,
causing non- life- threatening injuries to his upper
body.
The female victim escaped the SUV, a Hyundai
Tucson, before the suspect got back in and
drove eastbound on Ellice Avenue.
Police responded and about 9 p. m., found the
SUV abandoned in a parking lot of a recreation
centre in the 900 block of Sargent Avenue.
The suspect is described as a male with a
thin build, 6- 1 to 6- 4 tall, wearing dark- coloured
clothing, carrying a backpack and using
a shirt or sweater to conceal his face.

Border- area crash kills girl, 16
A single- vehicle collision Monday night near
the U. S. border has claimed the life of a
16- year- old Gretna girl.
At approximately 9 p. m., Morris RCMP and
local emergency services were dispatched to
an accident on Provincial Road 218, just east
of Emerson. A vehicle heading west had lost
control and ended up in a ditch.
The teenage girl was pulled from the vehicle
and taken to a Winnipeg hospital in critical
condition. She died Tuesday morning.
Her name will not be released.
The 16- year- old male driver, from Emerson,
received treatment for minor injuries.
Alcohol was not believed to be a factor in the
crash. RCMP continue to investigate.
Charges in break- and- enter
A 27- year- old Winnipeg man is in custody and
facing a number of charges in connection with
a break- and- enter Sunday morning. Police said
the incident happened at 5: 20 a. m. in the 900
block of Carter Avenue in Fort Rouge.
An armed intruder entered a home, awakened
a woman, 25, and made sexual demands of her,
police said in a news release.
She screamed for help, alerting a 26- year- old
woman living in the home, and the intruder
threatened both women before fleeing, police
said.
Police investigated and identified a suspect
who was arrested late Sunday afternoon in the
same block of Carter Avenue. He faces several
charges including break and enter, disguise
with intent, sexual assault with a weapon, uttering
threats to kill, possession of a dangerous
weapon and possession of counterfeit money.

T HE provincial cabinet minister
responsible for Manitoba's controversial
municipal- amalgamation
legislation said Tuesday he's open to
the Opposition's suggestions on how
Bill 33 can be improved.
Local Government Minister Ron Lemieux
said he is open to amendments
from Progressive Conservative MLAs,
but he added the window for such changes
is short.
" If they have some suggestions on
how to make parts of this bill better,
improve it, improve municipalities and
how they work together, I am open to
those discussions," Lemieux said after
question period.
Bill 33, now before the legislature,
would require towns and rural municipalities
with fewer than 1,000 people
to merge with other municipalities.
Affected municipalities would have to
submit merger plans by Dec. 1. The
plans would take effect Jan. 1, 2015.
The bill is one of dozens tied up in the
legislature this summer.
Lemieux said Tuesday he is still adamant
the legislation proceed. He would
not speculate about what sections of the
bill he might be open to changing. However,
he promised any constructive discussions
he had with the Tories on the
bill would be kept confidential.
Conservative critic Blaine Pedersen
( Midland) was not impressed by Lemieux's
offer.
" You can't amend a bad bill," he told
reporters. " You can amend a workable
bill into something that is better. But a
bad bill can't be made workable."
Pedersen said the government sprung
amalgamation on municipalities without
consulting them. The minister
should withdraw the bill and seek input
on the issue from local governments,
he said.
He said the Conservatives don't oppose
municipal amalgamation, but they
don't believe it should be imposed by
the province as Lemieux is proposing.
If two or more municipalities wish to
amalgamate, the province should act as
a facilitator, Pedersen said.
" That's the way amalgamation should
work - from the bottom up, not from
the top down."
