T HE Manitoba government is resisting calls to fund all- day kindergarten despite a push from school trustees and more than a decade's worth of largely supportive research compiled by its own staff. Documents obtained by The Canadian Press through freedom- of- information laws show the NDP has been building a file on all- day kindergarten since first forming government almost 15 years ago. The research shows children in all- day kindergarten have better language, social and communication skills. Education Minister James Allum said the benefits of all- day kindergarten aren't clear, even with all the research on the topic. " I think it's fair to say that the jury is still out on the entire value of full- day kindergarten, either from an academic stance, an emotional stance or a social stance," he said recently. It's a very costly initiative, Allum said. Instead, he said, the province has chosen to put its money toward reducing class sizes from kindergarten to Grade 3. Some school boards in Manitoba do offer all- day kindergarten, but they don't receive funding from the province for it. The Manitoba School Boards Association formally called on the government to fund those schools boards that wish to offer a full- time program, but were rebuffed. The department's early childhood education unit is working with two Manitoba school divisions to analyze the impact of their full- day kindergarten programs. Winnipeg School Division, Manitoba's largest, is also studying the idea and could set up pilot projects soon. - The Canadian Press Province still resisting all- day kindergarten A Manitoba man has been cleared of killing his 13- month- old foster son. Roderick Blacksmith was acquitted Friday of second- degree murder in the death of Cameron Ouskan, court records show. The decision to acquit him came after Justice Deborah McCawley granted a no- evidence motion from defence lawyer Saul Simmonds at a Court of Queen's Bench trial. Simmonds made the motion at the close of the Crown's case, which featured testimony from medical experts who told court about the nature and possible timing of Cameron's injuries. Cameron was rushed to hospital from the family home in Gillam, about 1,000 kilometres northeast of Winnipeg, on the night of Nov. 12, 2008, and died several hours later. Blacksmith denied inflicting fatal head injuries on the child. Neuropathologist Dr. Marc Del Bigio testified on Jan. 28 Cameron's brain showed injuries he suffered happened from 15 to 72 hours before he died.
