Planning director Barry Thorgrimson said the pool, closed in November 2012, will likely be open by January 2016. Thorgrimson said early estimates indicate the repairs will be extensive, adding, however, they will fall within the $ 2.9 million estimated cost. " Significant work still has to be done," Thorgrimson told the planning and development committee Tuesday. The 83- year- old pool was closed after concerns concrete pillars supporting the roof could collapse. Despite a groundswell of community support, administration opposed reopening the pool on the grounds it is an old facility and the money would not be well spent. However, money was found in the 2014 budget to do the necessary repair work - stabilize the pillars, install a new roof and pool deck, and mechanical and electrical upgrades. Thorgrimson said it's possible the work could be completed by the end of 2015, but he added he's planning for a grand- reopening in January 2016. Expropriations for road THE city is planning to expropriate several properties to fast- track the widening of St. Matthews Avenue near Polo Park. The property and development committee endorsed an administration request to expropriate portions of six parcels of land along St. Matthews between St. James Street and Empress Street. The committee was told the work has to be done by this September and negotiations with affected property owners have not resulted in any agreeing to a sale price. The expropriation must still be approved by council. Charleswood expanding A green light was given for new subdivisions in south Charleswood. The property and development committee approved plans for a 500- lot residential development in the westerly portion of the new Ridgewood South development, which will be bounded by the Perimeter Highway and Wilkes Avenue. The proposal will also include three multi- family complexes. City sells land for $ 5M WINNIPEG is selling a large parcel of vacant land it owns in the RM of Springfield to a developer for $ 5 million. The 125.8 hectare parcel is located at the northeast corner of Plessis Road and St. Joseph Road, and immediately east of the Sage Creek development. An administrative report identified the buyer as Ladco. The selling price is higher than an appraised value of the property. The land was originally bought by the city in expectation that the city's boundaries would be expanded. But when that didn't happen, council declared the property surplus. CITY HALL Roundup C ITY hall ended 2013 with a $ 1.8- million deficit. That means officials will have to dip into the fiscal stabilization reserve to cover the shortfall. Civic officials blamed most of the deficit on snow- clearing costs, which were almost 50 per cent more than budgeted for 2013: $ 46 million versus $ 31 million. " That demonstrates how tight the budget year was," said Coun. Russ Wyatt, chairman of the finance committee. Public works has budgeted an additional $ 1 million for snow clearing in 2014 - $ 32 million - and Wyatt said he's hopeful that will be enough. " The last two winters we had more snow ( than was expected) but if you go back to the third winter, there wasn't that much," Wyatt ( Transcona) said. " Winnipeggers want snow removal but there is a cost to provide it." Wyatt said he doesn't expect to see any major increases in the snow- clearing budget unless there is a significant change in the city's snow- clearing policy - such as clearing windrows from back lanes. That proposal is under review by public works. " Winnipeg is the largest, coldest, snowiest city in the world but we rise to the challenge. It's been a tough winter - one which has definitely tested equipment, staff and resources but we're not giving up. " It's been a long, cold, tough winter. on everyone. Whether you're shovelling your walk, driveway or a windrow in your back lane, it's been a long, tough winter - no doubt about it." - staff City hall blames snow for deficit BORIS MINKEVICH / WINNIPEG FREE PRESS Above it all Manitoba Hydro employees use a cherry picker to work on the power station at Harrow Street and Grant Avenue.
