MONTREAL - Justin Trudeau wowed
his first Liberal convention since taking
the helm of the party with an impassioned
speech on Saturday that was long on
values, dotted with partisan jabs but short
on details about the kinds of policies he'd
implement.
Apart from a vow not to increase taxes on
the already struggling middle class whom
Trudeau has promised
to champion, he laid
out only the broadest of
economic agendas.
The watchword
appeared to be balance:
activist but not
intrusive government,
strategic investments
to spur economic
growth but not wanton
big spending.
" Too much government
is an enemy of
freedom and opportunity,
but so, too, is too
little," he told some
3,000 pumped party
faithful.
" Governments can't
do everything, nor should they try. But the
things it does, it must do well."
Trudeau once won a charity boxing
match against Patrick Brazeau, one of three
formerly Conservative senators now under
suspension from the Senate for making
allegedly improper expense claims. For
all his promises to stay on the high road,
Trudeau showed Saturday he can still pack
a good punch.
He turned the tables on Prime Minister
Stephen Harper, whose Conservatives have
relentlessly attacked Trudeau for not having
the judgment to be prime minister.
" Anyone who put Pamela Wallin, Mike
Duffy and Pat Brazeau in the Senate might
want to be careful about making judgment
a campaign issue," Trudeau said to hoots of
laughter.
He accused both Harper and NDP Leader
Tom Mulcair of exploiting Canadians'
anger over the Senate expenses scandal
to make " cynical, dangerous" promises to
either turn the upper house into an elected
chamber or to abolish it altogether - either
of which would require re- opening the
Constitution.
" They are willing to play games with the
Canadian Constitution for narrow partisan
advantage," Trudeau said.
" Now, Mr. Mulcair and Mr. Harper may
think so, but I disagree. Mike Duffy is
not worth another Meech Lake," he said,
referring to the 1990 constitutional accord
whose ultimate failure almost fractured the
country.
Rather than contemplate another round
of constitutional bickering, Trudeau said
Liberals will stay focused on resolving the
challenges facing middle class Canadians.
His speech was long on diagnosing the
economic problems of a fictional " Nathalie,"
a young mother whom he described as worried
about her kids future, her family's debt
load, whether she'll ever be able to afford to
retire.
While he offered no specific prescriptions
for her woes, Trudeau said government
should be investing strategically in things
like post- secondary education and infrastructure
to spur economic growth.
That said, he added: " We need to ensure
that governments keep costs as low as possible,
especially for middle class households.
The middle class is already having a
hard time making ends meet and struggling
with debt. Tax increases for them are not in
the cards and not on the table."
He described his vision of a strong economy
as one that " makes sure every Canadian
has a real and fair chance at success."
And he harkened back to the " just society"
his late father, Pierre Trudeau, pledged
to create when he became prime minister
nearly 50 years ago, in urging Liberals to
help him build a party that will stay committed
to the principles of " fairness, freedom,
progress, opportunity, compassion."
Trudeau also used the speech to attempt
a little poaching from Harper's Conservative
base, advising Liberals to reach out to
Tory voters who are fed up with the Harper
government.
" The 5.8 million Canadians who voted
Conservative aren't your enemies. They're
your neighbours. These are good people,"
who've been let down by Harper, he said.
And in a direct message to grassroots
Conservatives, Trudeau said: " We might
disagree about a great many things but I
know we can agree on this: Negativity cannot
be this country's lifeblood."

M ONTREAL - Justin Trudeau has vowed
anyone who wants to run for the Liberal
party in the next election, himself
included, will have to win a fair, open nomination
contest.
But that doesn't mean he won't try to influence
the outcome of those contests - and
that's a policy that has some Manitoba delegates
privately seething.
The leader's hand- picked star recruits have
been on prominent display at the Liberal
convention. On Saturday, the lineup of speakers
included Jim Carr, former president of the
Business Council of Manitoba; Bill Morneau,
Toronto- based head of the country's largest
human resources consulting company and
chair of the C. D. Howe Institute; and Jody
Wilson- Raybould, Assembly of First Nations
regional chief for British Columbia.
Carr intends to run in Winnipeg South
Centre. That's the same riding where Karen
Taraska- Alcock, a businesswoman, longtime
party activist and widow of former MP Reg
Alcock, is seeking the nomination.
Manitoba delegates grumble the leader's apparent
preference for Carr is poor thanks for
Taraska- Alcock co- chairing Trudeau's leadership
campaign in the province and incompatible
with his vow to field more female candidates.
Taraska- Alcock herself shrugs.
" It doesn't bother me," she said in an interview.
" You know, campaigns are going to be
won on the ground and we've got a very good,
healthy group of people on the ground."
She said it's good for the riding to have a
competitive nomination race, adding she respects
the fact Carr, a former provincial MLA,
has " come back after such a long absence from
the party to run."
Taraska- Alcock also said she's seen no evidence
Trudeau is trying to orchestrate a Carr
victory.
" He has been really committed to a positive
approach and no more old boy, backroom- style
politics, and I have to take him at his word."
For his part, Carr said he expects the nomination
contest to be " vigorous."
Jeremy Broadhurst, the party's national
director and a member of Trudeau's inner
circle, doesn't deny Trudeau is trying to tip
the balance in favour of his own handpicked
candidates.
" A commitment to a fair and open process
doesn't mean an indifference to the outcomes,"
he said in an interview Saturday.
Trudeau has gone to some effort to recruit
potential star candidates, people of intellectual
heft and sterling economic credentials whose
presence on the Liberal team he hopes will
dispel qualms about his fitness to be prime
minister.
And he's making no secret he'd like them to
win their respective nominations.
" He is going out and recruiting people to
be part of that team... and I don't think it's
unusual for him to say, ' I hope this person runs
and I want that person in the caucus,' " said
Broadhurst.
" But he's been exceedingly clear with all of
them that there is a first step in the process,
and... you go to your local community and you
get their support to be the candidate."
" I don't think there is a problem with him
having a preference," Broadhurst added, " as
long as that preference doesn't in any way impact
the way we run those ( nomination) races."
He said no one is more committed to wide
open, fair nomination contests than Trudeau.
Some of the star recruits have been showcased
at the Liberal convention, given prominent
roles as keynote speakers, panellists and
even co- chairs of the gathering.
Retired general Andrew Leslie, who is
expected to run in Ottawa- Orleans and has
been named a special adviser to Trudeau on
military and foreign affairs, took his star turn
with a well- received keynote speech Friday.
When it was over, Trudeau mounted the stage
to give him a big hug.
Broadhurst doubted a prominent role at the
convention will give much of a leg up to any of
the so- called stars.
" I think people vastly overestimate the
value in a local nomination race of getting 15
minutes on the stage at national convention.
It's still, at the end of the day, going to be about
selling memberships and pulling the vote, and
I don't think anybody who appeared on stage
today was selling a membership while they
were doing it."
At the same time the convention is being used
to promote Trudeau's star recruits, insiders say
behind- the- scenes pressure is being applied
to dissuade a raft of former MPs from trying
to make a comeback. As much as possible,
Trudeau wants to surround himself in the 2015
campaign with fresh faces, a team untainted by
past internal feuds or election losses.
" There's definitely an effort in this recruitment
to get faces that aren't necessarily the
common faces," said Broadhurst. " We don't
want to run the best slate of candidates for
1997. We want to run the best slate of candidates
for 2015."
