Jon Phillips said BFI regularly ignores its twice- weekly pickup schedule, leaving a trail of garbage piling up in back lanes. " The city is paying a lot of money for work that's not being done," Phillips said. " No one ( at city hall) seems to care taxpayer dollars are slipping away, and the work is not being done." Phillips is an inner- city pastor who supplements his income working as the property manager for the small apartment block at 400 Toronto St. Phillips said city officials have allowed the private contractor to regularly skip garbage pickup for at least six years, and he wonders how widespread the problem is. " It's like no one at city hall cares this is going on," Phillips said. " You complain to the contractor or to 311 ( inquiry phone line) and they just laugh at you. " Sometimes after I complain, they'll pick up the garbage and then stay on schedule for a couple of weeks or maybe a month, but then they'll just start forgetting about us again," Phillips said. " It's been a regular pattern." A civic spokeswoman said there have been only two complaints about missed garbage pickup at 400 Toronto St. in the past six months. Phillips said he's not surprised by the absence of records of the complaints he's made because the missed pickups happen so often he believes no one is recording his complaints. " In the past year alone, I've complained to 311 10 or 12 times, but nothing ever happens," Phillips said. " How much money are taxpayers losing? Why isn't a civic supervisor actually doing something? Why is this allowed to continue like this? " What I'd really like is for someone at city hall to look into this, to find out why it's been allowed to continue and how much money it's cost the city." Phillips said when BFI does show up, the garbage bin is usually overflowing. A lot of the garbage just falls into the lane where the truck crews leave it. Area Coun. Cindy Gilroy ( Daniel Mc- Intyre) said she is aware of a problem with missed garbage pickups in the West End but is working with the water and waste department and 311 to deal with it. The civic spokeswoman said when there are reports of a missed garbage pickup, the contractor is contacted and told to return to the address for the pickup. Penalties are applied to the contractor under terms of the contract, the spokeswoman said, but would not provide details on what the penalties are or how many times they've been applied, as that would violate contract confidentiality and provisions of the Freedom of Information and Protection of Privacy Act. The civic spokeswoman said the city's contract with BFI involves 1,183 properties in northwest Winnipeg, with 1,658 garbage bins. BFI's Winnipeg operations manager Mike Loewen conceded missed pickups do occur for a variety of reasons but would not comment on Phillips's allegations.
