A ROOKIE councillor says city hall
has to do better to support employees
who want to come forward
with allegations of improper or
illegal behaviour.
Coun. Matt Allard ( St. Boniface) is
proposing to toughen employee protection
with an enhanced whistleblower
policy that is enshrined in legislation.
“ I want to ensure the tools or mechanisms
are there for City of Winnipeg
workers to feel confident when they are
trying to come forward with information
about allegations of fraud, theft or
other improper activity,” Allard said.
Allard will present a motion to Wednesday’s
council meeting, calling on
the City of Winnipeg Charter to be
amended to incorporate whistleblower
protection for employees, similar to
that given to provincial employees.
The city already offers its employees
assurances of protection against retaliation
for raising concerns of illegal
or improper actions by other staff, but
Allard said it’s not working.
The city’s whistleblower policy was
first adopted in 2006, and it has operated
a fraud hotline for employees for two
years, but only did so in secret, with the
result being only 16 complaints.
“ That proves it’s not working,” Allard
said. “ Other communities with fraud
hotlines get a lot more complaints. Our
employees don’t feel safe coming forward
with this kind of information.”
This is the second motion Allard has
brought forward to deal with the public’s
perception of city hall since being
elected in October. Earlier, he called
for an annual public performance review
of the chief administrative officer
to be conducted by an independent
firm, with findings shared with council
and the public.
After he brought that idea to executive
policy committee, it was revealed none of
the city’s senior administrators is subject
to an annual performance review.
Allard’s proposal was referred to the
search committee in charge of a finding
a new CAO, with the expectation it
will be included in the contract with the
individual chosen for that position.
Allard said the new council was elected
following a two- year period during
which there were cost overruns and
allegations of wrongdoing surrounding
major real estate projects. Three
independent audits found city staff routinely
ignored city policy in real estate
deals or failed to follow industry best
practices in those areas.
The new council needs to demonstrate
to the public it’s not prepared to accept
what happened in the past, Allard said,
and is putting measures in place to ensure
they will not be repeated.
“ We need to address the accountability
deficit at city hall,” Allard said.
“ The actions taken by Mayor ( Brian)
Bowman are moving in that direction,
and these will take us further along.”
In addition to the enhanced protection,
Allard wants council to commit to an
education component that will promote
the whistleblower policy and fraud hotline,
requiring all employees to indicate
they are familiar with the initiatives, and
mandatory training for new employees.
