Joshua Turner, 31, was sentenced Monday. Turner has fetal alcohol spectrum disorder and had the umbilical cord wrapped around his neck at birth. As a result, Turner has low impulse control and cognitive impairment with an IQ below 70, court heard. Turner pleaded guilty last year to forcing two dental office employees into separate offices, kissing their faces and touching their hips while armed with a pair of scissors. The incident ended only after he fled when one of the women grabbed the scissors and they broke during the struggle. Neither woman suffered serious injury. Turner's lawyer, Barry Sinder, said his client's reading comprehension is at a Grade 3 level, mathematics at Grade 5, and problem solving at Grade 2. " These are significant challenges to start life with," Sinder said. " It would be challenging for anyone to find a more tragic kind of beginning." It also has resulted in Turner amassing a criminal record of 40 offences dating back more than two decades. Offences include touching women inappropriately and indecent acts and phone calls. Sinder said Turner understands he needs constant supervision or he'll keep returning to prison. The lawyer said Turner has said, ' " I need all the help I can get. I can't stop all by myself.' " In agreeing to the joint sentencing recommendation of Crown and defence counsel, Justice Gerald Chartier of Manitoba Court of Queen's Bench said he hopes both the sentence and the long- term supervision order afterwards will ensure Turner gets the help he needs. " It was a terrifying incident," Chartier said. " He is at a high risk to reoffend... this will take him to the age of decreased recidivism. " And to bring his impulsive decisions under control." Crown attorney David Mann said the victims were 43 and 36 at the time of the assaults. Mann said Turner walked into the clinic on March 15, 2013, and asked to use the phone. When Turner was told it was being used, he began reading a magazine. " Without warning, he stood up, armed himself with scissors and ordered them onto the ground," the Crown said. "( Turner later said) I figured if you were going back to jail make it worth it... I wasn't going to hurt them. I just wanted them to co- operate. " I can be a nice guy. I don't understand why I can't be like normal people." kevin. rollason@ freepress. mb. ca A Winnipeg man who gave morphine to a woman who then died from an overdose has been sentenced to three years in prison for manslaughter. Curtis Haas, 54, had earlier been convicted of manslaughter, criminal negligence causing death and two counts of drug trafficking. Justice Gerald Chartier of Manitoba Court of Queen's Bench said Monday while Wendy Henry, 20, took the drugs, it doesn't excuse Haas's actions. " The moral culpability is not lessened by that fact," Chartier said. It's believed to be the first time in Manitoba a person has been convicted of causing the death of someone by providing drugs to them. Court was told Haas gave Henry 16 pills of street morphine in his Dufferin Avenue apartment in October 2007. Haas's lawyer had argued the man had no way of knowing how many pills Henry took, but Chartier, in finding Haas guilty last year, determined her death in hospital two days later was his fault. Haas didn't call 911 until the woman was already in " extreme distress."
