U NIVERSITY of Manitoba president David Barnard and University of Winnipeg president Annette Trimbee must account for every penny of their expenses - not a cent is left to discretionary spending. Controls at the universities differ significantly from Red River College. Last week, the province released a scathing report on the spending of former president Stephanie Forsyth, and the college said it has referred to police the question of how marble from the culinary arts building ended up in the renovated kitchen of Forsyth's former home on Wellington Crescent. Forsyth received a car allowance of $ 1,000 a month and did not have to account for a discretionary allowance of four per cent of her salary, or about $ 10,000 a year. The report cited numerous instances of expenses without receipts, expenses she incurred but which other employees claimed, and other expenses filed for meals, trips and other items. U of M board of governors chairwoman Patricia Bovey said Monday, " The University of Manitoba board of governors places high priority on ensuring the prudent stewardship of the resources provided to the university, be they from government, students or donors. The chair of the board reviews and approves the expenses of the president, which are published on the University of Manitoba's website." Barnard gets a $ 10,000 car allowance, but any portion not accounted for as university- related travel is treated as a taxable benefit. The U of M owns a home near the Fort Garry campus in which its presidents reside and where they host university events, said marketing and communications executive director John Danakas. " The portion of the home that is not public ' entertaining' space is considered a taxable benefit, for which the president is required to pay income tax." The U of M reimburses the president for reasonable costs incurred for necessary out- of- town travel related to his role as president - he must submit to the chair a completed expense claim in a form acceptable to the university, supported by receipts for all such expenses. " The president is required to file all his own expense claims. The University of Manitoba does not offer its president any ' discretionary' expense allowance," Danakas said. " Any travel claims involving the president's spouse would require prior approval of the chair of the board of governors. In practice, this would be applied in the rare circumstances in which spouses are invited as part of the official proceedings of an event." Trimbee similarly must account for every penny she spends on expenses. " There's no discretionary budget here - all the president's expenses are receipted," said Jeremy Read, senior executive officer and adviser to the president. Trimbee gets $ 600 each month for a car allowance, covering everything, but must file a report, he said. Trimbee has not yet taken a taxi anywhere. The U of W has very few corporate credit cards, Read said. " Her credit card is signed off by the board of regents chair," who must also pre- approve any travel plans for the president. Her spouse does not have travel paid under any circumstances. Occasionally, U of W senior executives will attend dinners at which their spouse is expected to attend, and in those cases, the dinner ticket is covered. Meanwhile, the Penticton Herald reported Forsyth is living in Penticton, where her spouse took a job in June as head of a community agency, but she is not a public figure there. She has not responded to interview requests. Forsyth's predecessor, Jeff Zabudsky, said from Mississauga, Ont., he is saddened to hear what has been happening at RRC. The province has said Forsyth persuaded Red River to change the rules under which Zabudsky headed the college. " The faculty and staff that I worked with at RRC were always dedicated to the college and were highly committed to student success," said Zabudsky, now president of Sheridan College. " I know that the strength of RRC's people will ensure a bright future for what is a fundamentally excellent post- secondary institution," said Zabudsky.
