A S Winnipeg's new mayor settles into office,
he's learning his gig involves more than
just trying to implement campaign promises.
Being mayor is not just a matter of leading,
but successfully managing competing interests
and expectations.
Some of those conflicts are obvious: People
living in single- family homes tend to oppose
townhouses and apartment towers. Anti- taxation
lobbyists insist on spending
cuts, while residents
demand costly improvements
to snow clearing
and street repairs.
This is the mundane
stuff of municipal governance.
It's less common to
see competing interests of
powerful economic players
out in the open.
Earlier this month,
I stumbled across one
of those rifts through a
poorly informed passage in a column about the
aftermath of Target Canada's colossal collapse.
In that piece, I heaped scorn upon the City of
Winnipeg for approving a big- box retail development
on the former Canad Inns Stadium site at
Polo Park, which the city sold to a partnership
between Shindico Realty and Cadillac Fairview.
The city's expression- of- interest call for the
old stadium site gave preference to developments
with a residential component. Since that redevelopment
involves an existing big- box store and a
future outlet mall, I lambasted the city for passing
up an opportunity to insist upon residential
apartments or condos - something that was in
fact part of the Shindico/ Cadillac Fairview plan
in 2012, when the land was awarded.
Housing planned for the second phase of the
development had to be scrapped, but not because
of the developers. As it turns out, zoning rules
governing the use of land around Richardson
International Airport preclude the possibility
of any large- scale new residential development
within the highly desirable Polo Park area.
Winnipeg's airport is surrounded by a broad
oval of land city documents call the " airport
vicinity protection area planned development
overlay district," where new construction is restricted
" to minimize exposure of residential and
other sensitive land uses to aircraft and their potential
impacts, including noise." Development in
this district is also restricted " to minimize risks
to public safety from aircraft accidents" and " to
discourage traffic congestion and incompatible
land uses" near the airport.
In the outer fringes of this area - parts of
Tyndall Park, Weston, the West End, River
Heights, Tuxedo, Charleswood and St. James -
single- family homes are allowed to rise. Closer
to the airport, in Polo Park and eastern St.
James, the development restrictions are tighter.
Immediately around the airport, no new
residential homes or apartments can go up unless
they replace existing ones, though " minor
residential infilling" could be approved by the
city as a conditional use.
This district " is intended to ensure that the 24-
hour operation of Winnipeg's airport continues
to contribute to the economic vitality of the city
and the region by avoiding or mitigating potential
land use conflicts."
In reality, it has engendered conflict between
the airport and developers who see no reason
why some residential units can't coexist with
retail stores at Polo Park, which already teems
with shoppers.
" It's a perfect place," Shindico development
manager Bob Downs said in an interview. " I've
been working on Polo Park since 2004. The only
inquiries I've had from the general public were
for residential."
In theory, a developer could come forward
with a proposal to build townhouses or condos
at Polo Park. But in order for this to get through
council, the Winnipeg Airports Authority would
have to be on side.
" We pursued the airport authority and they
said no, we will not approve it," Downs said.
The WAA suggested it wouldn't give its blessing
to anything that could conceivably compromise
operations at Richardson International.
" Our forecasting sees growing numbers of
people and goods moving from our airport in
years ahead," WAA communications manager
Breanne Talbot said in a statement. " Future
development and expansion of the airport will
be needed to keep pace with our community's
demand for service. It continues to be in our
region's best interest to protect future growth of
its airport."
The city's stated planning goals include
increasing density and promoting more pedestrian-
friendly neighbourhoods. Allowing a
few dozen housing units at Polo Park would be
consistent with those goals.
Tens of thousands of people already live within
the airport- protection district. Some flexibility
on the part of the WAA would allow the city
to pursue its livability goals without credibly
threatening the airport's economic goals.
