W INNIPEG’S first homicide victim of 2015
died as a result of actions by two different
individuals, in two separate incidents
that happened within moments of each other.
Dustin Craig McKay, 22, died after being assaulted
and then hit by an oncoming vehicle on
Isabel Street, police said Wednesday.
Two men are charged in his death, one with
manslaughter and the other with impaired driving
causing death.
On Wednesday, Winnipeg police said McKay was
crossing Isabel near the Husky gas station at Pacific
Avenue around 11: 20 p. m. Friday when he was accosted
by a man who got out of a car along Isabel.
“ Mr. McKay was simply trying to cross the
street,” police spokesman Const. Eric Hofley told
a news briefing.
“ He ends up knocking ( the victim) unconscious
and leaves him defenceless... unconscious and still
alive in the roadway,” Hofley said.
A man and woman fled the area, police said.
Officers in a passing patrol car witnessed the
victim being hit by the vehicle but not the initial
assault.
“ Minutes, if not moments, later the ( second man)
is driving in the same lane and for whatever reason
other than his ability is impaired, he doesn’t
see the victim lying in the roadway and strikes
him,” Hofley said.
One officer went to McKay’s aid and the other
pulled over the driver, police said.
None of those involved knew each other, police
said.
Police said they don’t know what triggered the
apparent road rage.
“ Maybe he was taking too long? I don’t know.
We have someone becoming perturbed and taking
this way beyond what anybody could possibly believe
was reasonable,” Hofley said.
In a Facebook message to the Free Press , relative
George Green recalled McKay as fun- loving
and friendly. “ Dustin was a really nice person to be
around. He always had a joke to share and a smile
on his face. He would put aside his problems and
make sure someone ( who was upset) would be feeling
better. I’m sorry, I can’t finish this,” he said.
Police said the manner of the homicide is the
first they can recall.
“ We’re talking about crossing the street, a
multi- lane roadway. At best, you’re waiting a few
seconds. It’s wintertime,” Hofley said.
“ We’re in our vehicles. People are out walking.
You should be giving them the right- of- way to cross
the street. Whether you’re perturbed or not.”
Billy Joe Couture, 28, of Winnipeg is charged
with manslaughter, failing to comply with a probation
order and failing to comply with a condition
of recognizance.
Desmond Evan Spicer, 50, of Winnipeg is
charged with impaired driving causing death and
driving with more than 80 mg of alcohol in his
blood causing death.
