F OR Janet Busse, it was a moving
experience - but for all the
wrong reasons.
The former Vancouverite had just
bought a condo downtown on Bannatyne
Avenue, along with her husband,
and was planning to move in this week.
Only one problem: She couldn't convince
city officials to give her a special
permit to park her moving van in
front of the apartment for more than
30 minutes.
Busse said 30 minutes was not
enough time for her and her husband
to move all of her earthly belongings
- including heavy furniture, TVs and
a bed - into their 1,100- square- foot
digs.
" That is unrealistic," she said.
Busse called 311. She called the parking
authority. She called public works.
She even called the mayor's office.
" They couldn't help me," she said.
" They said, ' Welcome to the city,' but
that I had to follow the city's rules.
They said if they lift the rules for me
they would have to lift them for everyone."
Eventually, parking authorities
gave Busse a " Lift of Restriction" that
would allow her to park 30 minutes in a
15- minute loading zone.
A city spokeswoman said the parking
authority can allow for moving
vans to exceed posted time restrictions
" where it would not present a traffic
hazard to do so."
" In this instance, the request was to
park a privately rented moving van on
a metered street, which is also a snow
route, for a number of days including
overnight," said city communications
officer Michelle Finlay. " As no vehicles
may park on snow routes overnight,
the request was denied."
Busse said she could not give a
specific time for her request because
she was not exactly sure when her
husband, who was driving a van from
Vancouver, was going to arrive. Meanwhile,
the van would take up three
metered parking spots, which she said
were hard to find.
In the end, Busse defied the posted
signs, and the couple parked their
truck in the loading zone, in front of
the Peasant Cookery Restaurant, between
10 p. m. and 1 a. m. on Monday
night, then between 6 a. m. and 4 p. m.
Tuesday.
They didn't receive a ticket or fine.
Still, Busse said her experience is not
exactly a PSA for moving downtown.
" I like the old buildings, I like the
flair," she said of the Exchange District.
" The Chicago of the north, isn't
that what they called it? But with all
the problems I've faced, I probably
wouldn't have moved downtown.
" I'm very disappointed. I feel really
mistreated.
" There was no one who was really
helpful. I should have just ignored
the ( signs) and parked there ( to begin
with)."

MANITOBA'S rate watchdog has
rejected Manitoba Hydro's request
for a 3.95 per cent rate increase for
2016 and 2017.
In a letter sent to the Crown utility
on Tuesday, the Public Utilities
Board said it was " extremely reluctant"
to be asked to approve a rate
increase for next year in such a
period of volatility.
Manitoba Hydro said in its general
rate application it wants to
finalize a 2.75 per cent interim rate
increase that was effective May 1,
2014, and a further interim 3.95 per
cent rate increase, effective April
1, 2015. It also wanted the PUB to
approve a further 3.95 per cent rate
increase effective April 1, 2016.
Hydro said in its application it
needs the rate increases at about
double the rate of inflation over
the next two years to help ensure
its financial integrity under its
$ 20.1- billion plan over the next decade
to have ratepayers help pay for
the construction of the Keeyask
mega- dam, the Bipole III transmission
line and other upgrades to the
electricity distribution system.
The paperwork for Hydro's rate
application was filed at the PUB on
Friday and is on Hydro's website.
However, the PUB in its letter
said Hydro was putting the cart
before the horse and outlined the
process on how it wants to decide
any future rate increases.
The PUB said in an order it made
last year, Hydro could only file a
two- year rate application, not three.
The board said then it would be
extremely reluctant to approve
rates for a three- year time frame
" in such a period of volatility" that
is forecast to see Hydro put about
$ 3.8 billion in assets into service or
commence amortization.
Besides nixing any immediate
decision on a 2016- 17 rate increase,
the PUB also said it would not entertain
a proposed interim 3.95 per
cent rate increase to be effective
April 1, 2015.
" The board does not consider it to
be in the public interest to consider
interim rates for April 1, 2015, as
there are no deleterious effects
during the length of this regulatory
proceeding that would justify
consideration of an interim rate increase,"
the PUB said.
