Campaign pledges
Greg Selinger:
None. Despite advocating for the March 8 leadership
vote, Selinger is sticking to his job as premier
rather than publicly campaigning to keep his job.
On Friday, he was in Ottawa meeting with other
premiers.
Steve Ashton:
. Hold a referendum on whether to keep, revise or
axe the one- percentage- point PST increase his party
implemented in 2013.
. Designate a cabinet minister responsible for
buying local products, in addition to other portfolio
responsibilities.
. Create an additional 3,000 additional child- care
spaces in the next five years, over the current NDP
target of 5,000, and double the amount of capital
funds devoted to constructing new centres.
. Rejuvenate the New Democratic Party in Manitoba
by promising to hold a “ renewal conference”
within six months following the provincial NDP
leadership election.
. Dedicate one per cent of provincial infrastructure
funding for active transportation to address the
needs of Winnipeg and its surrounding regions, at
a cost of approximately $ 3 million per year of additional
funds devoted to active transportation.
. Work more closely with the City of Winnipeg and
other municipalities to increase the rate of annual
infrastructure funding under the Building Manitoba
Fund to match economic and population growth.
. Review the province’s policy on centralization
of government and Crown offices with a view to
relocating more offices to rural Manitoba.
. Work to end sexual violence in Manitoba and
teach the issue of consent in schools. New support
for research and women’s advocacy would cost the
province about $ 1 million.
Theresa Oswald:
. Hire 20 more midwives, at a cost of $ 1.5 million.
. Increase rent allowance to people on welfare,
costing the province $ 22 million in the next budget
and $ 45 million in future budgets.
. Set child- poverty reduction targets.
. A PST rebate of up to $ 125 annually for lowincome
earners, at a cost of $ 10 million a year.
. Create a breast- milk bank, at a cost of $ 160,000.
. Delay elimination of the deficit on debt payments
beyond 2016, adding to the province’s total debt.
. Introduce free in- school tutoring for subjects
such as reading and math and continue a government
policy of linking school funding increases to
provincial economic growth rate, at an estimated
cost of $ 25 million. Other education- related initiatives
would cost an additional $ 5 million annually.
. Boost efforts to revitalize neighbourhoods, prevent
crime and nurture social enterprises that create
jobs, at a cost of $ 2.5 million.
. Create a provincial pension plan to augment the
Canada Pension Plan for Manitoba workers who do
not have a pension plan available through their work.
The plan would require contributions from employer
and employee.
. Extend no- interest loans to part- time students,
making textbooks more affordable, restoring
multi- year funding, offering more student Access
bursaries and in- school tutoring, at a cost of $ 5 million
in 2015, with additional costs in future years as
programming is phased in.
. Hire five more workplace health and safety
inspectors over the next two years and teach injury
prevention in school, at a cost of $ 400,000 to hire
the inspectors and about $ 100,000 to fund the Safe
Workers of Tomorrow school program.
. Creating a new premier’s rural advisory panel
made up of local leaders from across the province
to advise the premier and cabinet and create a new
rural business development office to support business
expansion to rural communities, at a cost of $ 1
million.
. Adding yes- means- yes consent education in
school curriculum, at a cost of $ 100,000.
. Support for immigrants, at a cost of $ 950,000.
