Barnard blasted the credibility Friday of a
scathing report on the economics department
by a national professors’ union.
And Barnard cautioned professors about what
internal information they share with the Canadian
Association of University Teachers.
“ I have serious issues with this undertaking, both
from a jurisdictional and a process perspective... I
made clear my reservations about what I saw as an
inherently flawed process, well outside the CAUT’s
jurisdictional boundaries, and infringing on the University
of Manitoba’s,” Barnard told the campus.
“ The report is deeply flawed in numerous ways
that compel the University of Manitoba to look
more closely and seriously at the full implications
of this matter, legal and otherwise,” said the
president.
CAUT investigators concluded the economics
department has violated academic freedom, is
dysfunctional, and the environment is corrosive.
Barnard told professors they are free to express
their opinions on issues “ impacting your academic
pursuits,” but he emphasized the CAUT is a voluntary
organization with no formal relationship
with, or standing within, the university.
He cautioned professors about sharing “ information
regarding confidential processes, such
as recruitment and hiring; personal or personal
health information about anyone other than yourself;
or providing documents or information to
a greater extent than would be available... on an
access- to- information request.”
Barnard said he has full confidence in the ability
of the department’s leadership to work with
staff on “ the department’s continued commitment
to learning, discovery and engagement.”
Several faculty members said this week the investigation
came about through the actions of a
small minority of professors.
Prof. Ryan Compton and Prof. Janice Compton
wrote on their blog the CAUT report “ recommended
a number of drastic measures that would
steer the department in a direction that the majority
of faculty are against. Many of the points
raised in the report are inaccurate and misleading,
but this is to be expected when the CAUT had
no access to confidential documents and could not
compel university faculty to be interviewed.
“ As a result, the report is based on the opinions
of a small minority of the department who agreed
to the investigation. That the CAUT released such
an obviously biased, one- sided report should raise
questions and outrage from all of us whose union
dues are being spent to fund such activities,” said
the Comptons.
Prof. Laura Brown told the Free Press she
teaches feminist economics, and she and two
other women on the faculty are, not coincidentally,
invisible to CAUT.
“ The CAUT has close ties with individuals in
our department,” Brown said. “ I do not consider
the CAUT to be unbiased. I also do not consider it
to represent me.
“ Through the continuing efforts of our head,
Prof. Pinaki Bose, and the president of the university,
our department this year has been a more
pleasant place to work than it has been in the past
19 years in which I have worked here. The problem
is not getting worse, it has been improving,” Brown
said. “ I hope that the CAUT does not succeed in
stopping the progress the department has made. It
is time for the old boys to let go of control.”
