F ORMER NDP premier Ed Schreyer
fears Manitobans will be on
the hook for decades with the
construction of the estimated $ 6.5- billion
Keeyask generating station and
$ 4.6- billion Bipole III transmission
line.
Schreyer said Manitoba Hydro and
the provincial government have not
looked closely enough at alternative
sources or electricity such as wind
power.
He also said it's foolhardy to believe
the escalating cost of new dams and
transmission lines will be paid off any
time soon through more export sales to
the United States.
" If I wasn't pushing 80, I'd be tempted
to jump back into political life just
on the issue of energy alone," Schreyer
said Friday. " I don't think I have much
to say on other issues."
Schreyer, the province's 16th premier
( 1969- 1977), said Manitobans have
enjoyed some of the lowest electricity
rates in the world - until now.
" It's going to change drastically in
the near future, unfortunately," he said.
" The projected cost of hydro, I don't
know what the hell has happened. We
keep being assured we have a low rate
of inflation in this country. But the fact
of the matter is the cost of construction
is widely inflated and escalated."
Hydro has already signalled it needs
annual rate increases of about four
per cent over the next decade to help
pay for Keeyask and Bipole III. A decision
is expected soon on Hydro's most
recent request for a 3.95 per cent rate
increase this year, to be applied retroactively
to April 1.
Schreyer was premier when Manitoba
Hydro began development on the
Nelson River, with construction of the
Long Spruce and Jenpeg generating
stations and the regulation of the level
of Lake Winnipeg. He also served as
governor general of Canada from 1979
to 1984.
He said the high cost of hydro development
can be traced back to the
province, under both Conservative and
NDP governments, waiting too long to
build more dams after the completion
of Limestone in 1990.
" We lost 10 to 15 years, and now the
cost per megawatt is absolutely horrendous,"
he said. " The costs have escalated
widely, but if you project revenue
on the basis of current markets, they've
scarcely moved in the past decade.
" That is unnerving, and I'll be very
blunt: Bipole III, that is just heartbreaking."
The new transmission line from the
north was originally to be built down
the east side of Lake Winnipeg, but
the government under former premier
Gary Doer ordered it to be built on the
west side of the province, a longer and
more costly route, to protect the east
side from development, in part to see
it designated a United Nations World
Heritage Site.
" I don't object to political interference
if you know what the hell you are
doing," Schreyer said.
The Selinger government has been
most recently criticized for stalling
on a promise to create an independent
agency to manage Manitoba's energy
needs and run its conservation programs.
The Public Utilities Board recommended
the establishment of an arm'slength
organization a year ago after
its lengthy hearing into Hydro's building
plans for dams and transmission
lines.
The PUB said Manitoba Hydro
should be divested of its role in managing
its Power Smart energy- efficiency
programs because there is " an inherent
conflict of interest" in Hydro being
both a seller of electricity and vendor
for energy- efficiency measures.
Last September, the government
hired Montreal consultant Philippe
Dunsky, whose expertise is energy
efficiency and renewable energy, to
advise it in creating that new agency.
The agency would also set and measure
targets annually for Manitobans to conserve
more power.
It's not known what Dunsky recommended,
although one source said he
submitted his report to the government
in January. Dunsky was unavailable.
Schreyer said he has no issue with
the PUB recommendation as long as
the new agency, if it is actually created,
is answerable to MLAs.
It's also possible the administration
of Power Smart could be absorbed by
Green Manitoba, a special operating
agency of the government that manages
programs and services related to
waste reduction, greening government
and sustainable development.
