Under the Canadian Safety and Security Program ( CSSP), NASA and Natural Resources Canada will tap into orbiting eyes in space to develop a realtime Internet flood- prediction system for the country. " That's where we can actually help with mitigation," Selkirk- Interlake MP James Bezan said Friday. " We're going to be focusing on areas and communities that are more prone to things like flooding and how we can then better accommodate those communities to withstand it." He said the purpose is to use satellite images to warn government agencies, academics and the public about flood risks earlier to prepare for sandbagging or to make evacuation plans. " The more that we know, the better we're going to be able to respond," he said. Bezan and Elmwood- Transcona MP Lawrence Toet released the details of the project and three others at the National Microbiology Laboratory on Arlington Street. Bezan is the parliamentary secretary to associate national defence minister Julian Fantino. Bezan and Toet said the second project will focus on the discharge of waste water when rainstorms and flood surges overload municipal sewer systems. During extreme rainfall events - 22 times a year on average - Winnipeg's combined sewers overflow into the Red or Assiniboine rivers and may also back up into homes. " All too often, as we just experienced in St. Pierre- Jolys this week when they received high loads of rain, it goes into your waste- water system," Bezan said. " And what we've experienced here in Winnipeg in the past, often we have a discharge of waste water without proper treatment because of emergency flooding situations. That's the thing that they're going to be looking at - how the system is resilient in dealing with excessive moisture events." St. Pierre- Jolys saw about 75 millimetres of rain in less than an hour Wednesday night. The other two projects focus on public health: one will look at controlling antimicrobial resistance to reduce infections and the other will expand the Canadian Network Intelligence for Public Health web page to enable its use on mobile devices regarding human, animal and environmental issues. Bezan said the four projects are part of two dozen being rolled out across the country. He said the timing is unrelated to the October federal election as the CSSP has been around since 2012. " Even though there's an election on Oct. 19, the government still has to govern," he said.
