COM WEDNESDAY, JULY 22, 2015 A 3 H E'S accused of turning a proverbial molehill into a mountain - channelling his anger over a $ 200 traffic ticket into a $ 100,000 property- destroying rampage, leading to a 100- kilometre police pursuit and a dozen criminal charges. Court records show the Winnipeg man charged with an extreme case of road rage is no stranger to the justice system, and there have been concerns about his volatile behaviour. Wayne Daniel Rennie has six convictions on his record dating back to 2010. " You are going to have to find a way to deal with your impulsive actions and those feelings of frustration and anger," provincial court Judge Margaret Wiebe said at an August 2013 sentencing hearing. The Free Press reviewed an audio transcript of the hearing Tuesday. Rennie, 24, had just admitted to violating a restraining order against an ex- girlfriend in 2012, smashing his cousin's car in a bar parking lot and leading police on a brief foot chase when they caught him in the act. " This conduct is not acceptable and not tolerated by society," Wiebe told him in handing down a sentence of two years' supervised probation. Rennie also paid off the $ 1,000 damage he caused by jumping on the roof of the vehicle and kicking the side. " We don't want to see you back here. This should be the end of your involvement in the criminal justice system. There's no reason you can't go forward and have a productive life," Wiebe said. Rennie faces a dozen charges following Monday's incident, including dangerous operation of a motor vehicle, five counts of mischief, resisting and fleeing from a peace officer, failing to stop at the scene of an accident, failing to comply with a probation order and two counts of assaulting a peace officer with a weapon. The " weapon" was the suspect's cube delivery truck, which he is accused of using to swerve across the Trans- Canada Highway, in front of a police cruiser with two officers inside. The near head- on collision took place near Headingley during a police chase that eventually ended with road spike belts being used outside Portage la Prairie. The " incredibly dangerous situation" came after Rennie, a general freight delivery driver, received a ticket for using his cellphone while driving in the company truck around 8: 45 a. m. Monday. He was upset about the ticket and said as much to the issuing officer, police said, but made no threats about what would follow. A couple of hours later, around 11: 10 a. m., Rennie is accused of systematically backing into five police cruisers parked outside the downtown Public Safety Building, causing up to $ 100,000 in damage, before leading police on a chase that reached speeds up to 110 km/ h. Rennie was arrested around 1: 30 p. m. Monday after RCMP and city police tried to stop him several times. He remains in custody without bail. Winnipeg Police Service spokesman Const. Jason Michalyshen said Tuesday he's never heard of a case like this before. The police helicopter wasn't used as city police and RCMP tried to stop the truck, Michalyshen said. " Our goal is to stop that vehicle in the safest way possible," he said. " We had to take our time and be methodical about how we can best stop this vehicle. And again, I'm thankful that I'm only reporting property damage today and nothing more." In certain situations, officers may choose not to pursue an erratic driver if they think a chase would be too dangerous, but in this case police had control of the situation, Michalyshen said. " There's no manual, per se, that's going to dictate exactly how a pursuit is going to take place," he said, adding officers rely on their extensive training to make split- second decisions about whether it's safe to keep chasing a suspect. Court records show Rennie was first convicted in 2011 of assault and failing to comply with a probation order, stemming from an incident involving a different ex- girlfriend. He was sentenced to 18 months of probation. Defence lawyer Philippe Richer told court during the 2013 sentencing hearing how Rennie is believed to have fetal alcohol syndrome as a result of his birth mother consuming alcohol during pregnancy. That can lead to " very impulsive" decisionmaking, he said. Rennie had a troubling start to the world, which included being seized by Child and Family Services and placed in permanent foster care. " There's some good news in all of this," Richer said at the time, noting Rennie has the full support of his adoptive family, who joined him in court. Rennie would be arrested again just weeks after that hearing and charged with breaching his probation order by consuming alcohol. He pleaded guilty last year and was given one day of time in custody plus a $ 100 fine.
