Black chief in Ferguson
THE city of Ferguson, Mo., announced
Wednesday - almost one
year after the police shooting death
of Michael Brown - it has chosen
a black officer from Arizona as its
interim police chief.
City officials have named Andre
Anderson, 50, a commander with
the Glendale, Ariz., police department,
as Ferguson's new interim
chief, giving him control of a
45- officer suburban police department
that has faced international
scrutiny following the shooting of
Brown, an unarmed black 18- yearold,
by Darren Wilson, a white
officer, in August.
The incident and subsequent
investigations by the Department
of Justice prompted a massive
upheaval in Ferguson city government,
including the resignations of
then- police chief Tom Jackson and
city manager John Shaw.
N. D. abortion law tossed
BISMARCK, N. D. - A federal appeals
court has affirmed a ruling
that struck down a North Dakota
law banning abortions when a fetal
heartbeat can be detected, which
can be as early as six weeks into a
pregnancy.
The 8th U. S. Circuit Court of
Appeals on Wednesday upheld
the decision last year of a federal
judge who ruled the law was
unconstitutional. Abortion rights
supporters have called it the most
restrictive abortion law in the
country.
The law was approved by the
Republican- dominated Legislature
in 2013, though it was quickly put
on hold after North Dakota's lone
abortion clinic filed a lawsuit that
July.
The measure was among four
anti- abortion bills Republican Gov.
Jack Dalrymple signed into law that
year with overwhelming support
from lawmakers.
Greece clears last hurdle
ATHENS, Greece - Greece's radical-
left- led government emerged
bloodied but alive early today from
a key vote in parliament, which
overwhelmingly approved new
creditor- demanded reforms despite
a revolt among hardliners in the
main coalition partner.
The reforms to the judiciary and
banking systems were the final
hurdle the financially- battered
country was obliged to clear before
it can start talks with its creditors
on a third bailout worth around 85
billion euros ( US$ 93 billion).
Without the money, Greece would
face financial ruin and forced exit
from the euro currency club.
Lawmakers voted 230- 63 in
favour of the measures, following
a whirlwind debate that ended at 4
a. m.
Buffaloed during selfie
YELLOWSTONE NATIONAL
PARK, Wyo. - Yellowstone National
Park officials are warning
tourists to keep their distance after
a bison flipped a woman into the air
as she posed for a selfie with the
massive beast.
The dangerous encounter was the
fifth run- in between park- goers and
buffalo this year.
Park officials said the 43- year- old
Mississippi woman turned her back
on the animal to get a photo with it
near the Fairy Falls trailhead just
outside Old Faithful.
Someone nearby saw the woman
and her daughter about 5.5 metres
from the animal and warned they
were too close just before it came
at them.
They tried to run, but the bison
caught the woman and tossed her
with its head.
The woman's family drove her
to a nearby clinic, where she was
treated for minor injuries.

L OS ANGELES - A judge on Wednesday
dismissed two felony conspiracy
convictions against Anna
Nicole Smith's lawyer- boyfriend, ruling
it would be unfair to prolong the
six- year- old case involving prescription
drugs provided to Smith.
Los Angeles County Superior Court
Judge Robert J. Perry cited numerous
problems with the case against Howard
K. Stern that centred on his role in
obtaining prescription drugs for Smith
before the Playboy model and reality
TV star died of an accidental overdose
in 2007.
In 2010, a jury convicted Stern, 46, of
the two conspiracy counts but acquitted
him of all other charges of conspiracy,
excessive prescribing of opiates and
sedatives to an addict and fraudulently
obtaining drugs by using false names.
The case has been the subject of
years of appeals. After Perry previously
dismissed the two conspiracy
charges, prosecutors appealed to the
California Supreme Court, which ruled
in November Stern could be re- tried on
the counts and left it to Perry to decide
the outcome.
Perry noted in his ruling Wednesday
the case had been hanging over Stern's
head for more than six years and said
he believed the lead prosecutor during
the trial had been overzealous in pursuing
a conviction.
" This case reeks of unfairness,"
Perry said.
The judge said prosecutors seemed
to be unfairly targeting Stern because
he was a public figure and noted the
expense in pursuing the case. Perry
estimated just running the courtroom
over the course of the 50- day trial cost
taxpayers US$ 500,000.
District attorney Jackie Lacey called
Perry's ruling disappointing and said
she supported her office's handling of
the case.
" For a second time, I believe Judge
Perry has abused his discretion by dismissing
the charges against Howard
K. Stern," Lacey wrote in a statement.
" His disregard of the jury's verdict of
guilt and of the unanimous decision of
the California Court of Appeal finding
substantial evidence of Howard K.
Stern's guilt is extremely disappointing."
Her statement did not say if the latest
ruling would be appealed.
Stern's lawyer, Steve Sadow said he
hoped the district attorney's office
would not pursue the case any further.
Stern had been Smith's lawyer, manager,
lover and friend since they met in
2001. Testimony showed they were inseparable,
even when she was involved
with other men.
In 2006, Smith donned a wedding
gown, and she and Stern had a commitment
ceremony on a catamaran off the
Bahamas. They exchanged rings and
vows but were never legally married.
