T HE father and grandfather of two
women killed in a 2013 car crash
said he's planning to complain to
the law society and seek legal help to
challenge a not guilty verdict in the
case.
Vern Hogue, father to Jeannie Haug
and grandfather to Brittney Chegus,
said he believes the judge in the careless-
driving case was biased and the
prosecution was mishandled.
" There's something wrong," said
Hogue. " There seriously something
wrong with the way the whole trial was
held."
Hogue is unhappy the Crown decided
not to appeal a not guilty verdict in the
case. Hogue said he plans to seek his own
legal advice about possible next steps.
Hogue spoke to reporters before a
small rally at the Manitoba legislature
Sunday afternoon to express his frustration
with the justice system. About
30 people gathered, some bearing placards,
and planned to walk to the Gateway
Road location of the crash.
The mother and daughter were killed
in September 2013 after an SUV travelling
in the wrong lane on Gateway Road
struck their compact car head- on.
The driver, Crystal Vandal, went on
trial last month for two counts of careless
driving causing death under the
Highway Traffic Act. In late June, provincial
court Judge Ryan Rolston found
her not guilty, accepting her claim she
lost control of the vehicle when her exboyfriend
grabbed the steering wheel
during an argument and she accidentally
hit the gas pedal instead of the
brake.
A police traffic analyst determined
Vandal was going at least 103 km/ h
in the 60- km/ h zone at the time of the
crash. Haug, 43, and Chegus, 23, had
no chance of surviving the impact that
sent their car flying.
The ex- boyfriend was charged with
causing the deadly incident, but the
matter was dropped in pursuit of a
prosecution against Vandal.
Last week, the Crown told the family
no appeal would be filed. Prosecutors
said the judge made certain evidentiary
findings of fact he was entitled to
make and are difficult to fight.
Hogue said Sunday his walk was
meant to raise awareness about the
failures of the justice system to hold
anyone accountable for two deaths.
" Somebody should have to pay for
this but nobody is paying for this," said
Hogue.

A trio of suspects has been arrested
following a rash of break- ins in
Elmwood.
Police and the canine unit were
called in the early morning hours
Saturday to the area of Watt Street
and Washington Avenue for a report
of a garage break- in. There, police
found three suspects - a man and
two teens - with the stolen property
and arrested the trio without
trouble.
Further investigation found the
three were responsible for a total of
10 back- to- back break- ins in Elmwood,
including three in the 200
block of McIntosh Avenue, four in
the 500 block of Washington Avenue
and one each in the 200 blocks of
Poplar and Union avenues and the
500 block of Ottawa Avenue.
Two vehicles on Jamison Avenue
were broken into, as well.
A 33- year- old man, along with a
14- year- old boy and a 15- year- old
girl, all of Winnipeg, have been
charged with a number of propertyrelated
offences. All are in custody.
